Save the Date for Seger's Spring Festival Fundraiser
Get out your calendars, it's time to save the date for the 3rd annual SPRING CHILDREN'S FESTIVAL fundraiser! It'll be on Sunday May 16 (rain date: Sunday May 23) and will have all the good stuff you've come to expect: moonbounce, food, treats, petting zoo, games, crafts, music, tennis -- almost more fun than we can handle! Best of all, proceeds from the festival will go towards renovating our beloved playground. It's never too early to think about volunteering, so if you're interested -- in helping plan the event, or donating goods, or pitching in at the event -- please email our Events Co-VP Kara Green at kara.green@comcast.net, with "Seger" in the subject line.

Intermodal Transit Center Study
February 10th, 5:30-7:30pm
Public Open House
1515 Arch Street, 18th Floor, City Planning Commission Room

This study, led by the Mayor's Office for Transportation, was created to look at current demand for inter-city buses as well as projected growth for the next 20 years. This Open House will examine bus demand and transportation infrastructure, and to help identify a potential site for a new Transit Center. Please come by to share your ideas.

Wash West Incidents
The below incidents in the Wash. Sq. West area were recently reported to the 6th District:

(REPORT) On Tuesday, 01/12/10, between 6:30 PM and 8:30 PM, complainant's secured bicycle was taken from the 1200 block Spruce St. without permission.

(ARREST) On Wednesday, 01/13/10, 3:30 AM, 6th District Sergeant Burton observed a male outside 419 S. 12th St. wandering in and out of an alley and also attempting to flag down passing motorists. This male was dispersed previously from this location and returned. The offender also is known to have prior prostitution arrests. The 39 year old offender with a S. Phila. address was arrested and charged with the misdemeanor offense of Nighttime Loitering and Prowling.

(ARRESTS) On Thursday, 01/14/10, 10 PM, an alert Parking Authority Officer observed a male break into a parked Nissan in the 1300 block Locust St. and called police, providing a good description and direction of escape of the offender. A short time later the offender returned to the same vehicle with the smashed window and re-entered, this time with a look-out outside. Again the PPA officer called police and directed them to the offenders who were apprehend by 6th District Officer Savino and 9th District Officer Shirley. The 31 year old offender with a North Phila. address and a 41 year old offender with a South Phila. address were both charged with Theft From Motor Vehicle and Conspiracy.

(REPORT) On Tuesday, 01/19/10, 9:55 PM, complainant was followed from 15th & Locust Sts. to 1300 block Pine St. by two males who pushed him down from behind and took his wallet. The offenders were described as black males, both 20 year old, #1-beard wearing dark clothing, #2-wearing dark clothing, nothing further.

(REPORT) Between Thursday, 12/18/09 and Tuesday, 01/19/10, a laptop and I-pod were discovered missing from complainant's dormitory room in the 1200 block Spruce St. while she was away on Christmas break. There was no forced entry into the building or room.

(REPORT) On Wednesday, 01/20/10, complainant met a male at a club in the 1200 block St. James St. and brought the male back to his residence in the 200 block W. Washington Sq. When the complainant woke up the next morning, the male was gone as was jewelry and a laptop. The offender was described only as a black male.

(REPORT) On Saturday, 01/23/10, 11 PM, bartender at the Caribou Cafe, 1126 Walnut St. reported that a male sat at the bar, was handed a menu, but refused to order anything. Male was told he had to order or leave at which point he placed his hand in his jacket pocket, simulating having a gun and demanded money. The complainant refused and picked up the phone to call police and the male fled from the premises. The offender was described as a black male, 19-23 years, 5'4"-5'6", 130-145 lbs, medium complexion, space between front teeth, wearing a black Phillies jacket and a dark hoody.

(REPORT) On Tuesday, 01/26/10, 7:15 PM, out-of-town complainant was walking in the 200 block S. Juniper St. when a male punched him in the face and snatched his I-phone. The offender was described only as a black male.

(REPORT) On Wednesday, 01/27/10, 2:50 AM, out-of-town complainant met a male inside the club in the 1200 block St. James St., they left to go to the complainant's vehicle parked in the 1300 block Spruce St. Once there, the male told the complainant to give him his money. The male took money from the complainant's wallet, returned the wallet and told complainant not to come back. The male implied that he had a gun, but none was threatened or seen. The offender was described as a black male, 35 years, 6', 170 lbs, goatee, wearing a dark shirt, dark blue jeans. Complainant stated he didn't remember the offender's name.

(REPORT) On Thursday, 01/28/10, between 8 AM and 5:30 PM, complainant's apartment in the 1300 block Locus St. was entered without force and taken was a laptop. 6th District Sergeant Newsome on scene to attempt to lift latent fingerprints.

(ARREST) On Friday, 01/29/10, 1 PM, complainant was making a pizza delivery in the 200 block S. Camac St., leaving his car running. A male took his 1994 Infiniti and drove south on Camac St, without permission. Complainant was able to identify the suspect from photos at Central Detective Division and an arrest warrant will be obtained for the offender. UPDATE: The 37 year old offender with a S. Phila. address is in police custody on an unrelated matter as of 12:40 AM, 02/01/10 and will be charged with Auto Theft and related offenses for this incident.

(REPORT) On Friday, 01/29/10, between 8:30 AM and 7:30 PM, complainant's secured bicycle was taken from the 1000 block Locust St. without permission.

(ARREST) On Friday, 01/29/10, 6th District Sergeant LaRose set up a surveillance for illegal narcotic activity in the Wash. Sq. West area when at 8:55 PM, officers observed a male in the 200 block S. 13th St,sell narcotics to another male The both males were arrested. Confiscated from the seller were 46 packets of crack cocaine and cash. The 49 year old buyer with a S. Phila. address was charged with Possession of Crack Cocaine. The 42 year old seller with an Olney address was charged with Illegal Sales of Crack Cocaine.

(ARRESTS) On Sunday, 01/31/10, 3:30 AM, complainant was walking in the 1000 block Pine St., two males were following him for about a half block when one of the males approached him with a bandana over his mouth and demanded his ATM card, pin number and cell phone., the other male stood as a look out also with a bandana over his mouth. The complainant complied and the males fled. 6th District Officer Erwin stopped two males in the 2000 block J.F.K. Blvd. after learning that complainant's ATM card was used at 1700 Market St. The males were identified and recovered was money, complainant's cell phone and items taken along with bandanas' a 20 year old offender with a North Phila. address and a 21 year old homeless offender were charged with Robbery, Conspiracy and related offenses.

PSA (Police Service Area) Meeting
As those of you who attended the recent Board Meeting know, PSA's are part of the Police Dept.'s new initiative to better connect the community with its police force. Wash West's PSA, run by Lt. Rick Lanzetta, extends from Chestnut to Lombard Street and Broad to the Delaware River. (Those of you who live below Lombard will be contacted by the newly redrawn 3rd District.)

Lt. Lanzetta is charged with extending lines of communication to the neighborhood, and he is responsible 24/7 for what goes on within his boundaries. He will be attending ALL of our future WSWCA Board meetings and taking questions from community members and the board. He has also asked us to distribute his email address: LTRL66@gmail.com.

Wash West Incidents
The below incidents in the Wash. Sq. West area were recently reported to the 6th District:

ARREST) On Monday, 01/04/10, 1:15 AM, 6th District Officers Macchione and Cifelli observed a male in the 300 block S. 12th St. drinking a 40 oz. beer on the highway in violation of City Ordinance. The male was arrested and found in his possession was a key fob for a 2009 Kia that was parked nearby. The Kia had a broken window and was reported stolen on 01/01/10 in Clifton Heights, Pa. The 40 year old offender with a S. Phila. address was charged with Receiving Stolen Goods, Unauthorized Use of an Auto and City Ordinance.

(REPORT) Between 6 PM, Monday, 01/04/10 and 5:40 AM, Tuesday, 01/05/09, complainant's 1994 Jeep, parked in the 900 block Pine St. was taken without permission. The vehicle was recovered on Wednesday, 01/06/10 in the 3500 block S. Columbus Blvd.

(REPORT) On Tuesday, 01/05/10, between 6:15 AM and 7 PM, out-of-town complainant's 2005 Toyota, parked in the paid garage, 1201 Walnut St. had a window smashed and tools, CDs and $40 USC taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted.

(ARRESTS) The below arrests were made on Thursday, 01/0710 by the City Wide Vice Unit for Prostitution:
200 S. 12th St., 9:05 PM, 1 male
1200 Spruce St, 9:30 PM, 1 male
1200 Spruce St, 9:45 PM, 1 male
200 S. 13th St, 10:30 PM, 2 males
300 S. 12th St, 10:45 PM, 1 male

The seller was arrested with 4 packets of crack cocaine,and cash in his possession , the buyer fled the scene. The 21 year old seller with a Germantown address was charged with Illegal Narcotic Sales.

(REPORT) On Friday, 01/08/10, between 7 AM and 9 PM, complainant's apartment in the 200 block S. 12th St. had the front door forced open and a purse and clothing were taken. 6th District Officer McQue lifted latent fingerprints from the scene.

(REPORT) On Saturday, 01/09/10, between 2 PM and 3:30 PM, complainant's secured bicycle was taken from the 200 block S. Broad St. without permission.

Police to Attend Tomorrow's Meeting
HAPPY NEW YEAR to all! Make a resolution to stay involved in your community by coming out to our next Board meeting, where Lt. Rick Lanzetta from the 6th Police District will join us to talk about ways to reduce crime in the neighborhood.

The Lieutenant was assigned by Captain Korn to implement the PSA initiative in our area. PSA #3 is bound by the Delaware River and Broad Street, from Lombard Street to Chestnut Street. He is responsible for the deployment of officers in this area and for reaching out to the community, so please come to share your concerns.

Also attending tomorrow's meeting, David Quinn and Mural Arts Program folks will come to discuss and present the mural for the wall on the house facing the Sartain Garden.

Join us on Tuesday, January 12th at 7 pm at 1001 Locust Street, Room 224, Dorrance H. Hamilton Building at Jefferson.

Seger Winter Playgroup
Beginning this Wednesday, the SEGER WINTER PLAYGROUP will meet every Wednesday Jan 13-March 31, 10am-11:30 am. The playgroup is for parents and caregivers with children ages 0-3. They gather in the warmth of the Seger Rec building (1020 Lombard Street) for playtime on the foam mats -- hosted in English and Spanish. Bring your child's favorite toys to share, as well as his/her snacks. There is a one-time fee of just $5.00 per child! This playgroup is open to all, so feel free to tell a friend. In addition, they welcome donations of any gently-used toys.

(REPORT) On Tuesday, 12/22/09, between 8:45 AM and 6 PM, complainant discovered jewelry missing from her apartment in the 900 block Clinton St. after maintenance workers were in her property to repair the heater while she was not home.

(REPORT) On Wednesday, 12/22/09, 12:45 PM, complainant parked, but did not lock his delivery truck in the 300 block S. Broad St. and unknown person(s) took a GPS. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted.

(REPORT) On Wednesday, 12/23/09, 6:15 AM, complainant was walking in the 1300 block Locust St. when a male asked her directions then snatched her handbag and fled south on Juniper St, east on Spruce St. The offender was described as an Hispanic male, 20's, 5'6", 170 lbs, wearing a light grey hoody, dark pants. (Incident not reported until 7:35 AM)

(REPORT) On Wednesday, 12/23/09, 7:20 AM, complainant was walking in the 300 block S. 12th St. when a male attempted to snatch her handbag without success. The offender was described only as an Hispanic male, 20's wearing a purple hoody.

(REPORT) On Saturday, 12/26/09, 3:30 PM, the parking lot attendant of the lot located in the 1300 block Spruce St. was held up by a male simulating a gun in his pocket. The offender was described as a black male, late 20's, 5'10", thin build, medium complexion. light mustache, wearing a grey hoody.

(REPORT) On Tuesday, 12/29/09, 8 PM, complainant's handbag was hanging on the back of his seat inside Woody's, 202 S. 13th St. and was taken by a male sitting next to him who left location before theft was discovered. The offender was described as a black male, 40 years, 5'10", 260 Lbs, wearing a black cap,blue shirt, black jacket with a red stripe.

(REPORT) On Thursday, 12/31/09, 2:18 PM, a male handed a teller in the Citi Bank, 1211 Walnut St. a note demanding money indicating that he had a gun (no gun seen). The male took the money and fled east on Walnut St. The offender was described as a white male, 40-50 years, 5'7", 230 lbs. wearing a grey wool cap, light brown suede jacket.

(REPORT) On Sunday, 01/03/09, between 2 PM and 2:22 PM, complainant's bicycle, secured to a pole in the 400 block S. 11th St. was taken without permission.

(REPORT) On Sunday, 01/03/09, between 3 PM and 10 PM, complainant's apartment in the 200 block S. 13th St. had a laptop computer taken. There was no forced entry and only management has a spare key. 6th District Officer Romanczuk was unable to lift latent fingerprints.

(ARREST) On Sunday, 01/03/09, 11:15 PM, two employees (valets) of a parking garage in the 1100 block Locust St. got into a fight, one male cut the other in the face and chest with a knife. The complainant was treated at Jefferson Hospital in stable condition, the 50 year old offender was arrested by 6th District Officer Auman and charged with Aggravated Assault and related offenses.

Trash and Snow

Trash and recycling pickup is delayed in the city. Residents whose trash is picked up Monday, Tuesday, or Wednesday should put it out one day later than normal. And because of Christmas, residents whose trash is picked up Thursday or Friday should put it out two days later.

The below incidents in the Wash. Sq. West area were recently reported to the 6th District:

(REPORT) On Monday, 12/07/09, 12:30 AM a male entered the 7-11 store, 800 Walnut St., produced a handgun and demanded money. The male took money and fled south on 8th St. The offender was described as a black male, late 30s to early 40s, 5'3", some facial hair, wearing a black hoody and blue jeans. Central Detectives processed the scene for possible evidence.

(REPORT) On Monday, 12/07/09, between 12 PM and 4 PM, complainant's secured bicycle was taken from 800 Pine St. without permission.

(REPORT) On Friday, 12/11/09, between 4:20 PM and 9:15 PM, complainant's apartment in the 1300 block Locust St. had the door forced open and a wallet and some cash was taken. 6th District Officer Trautz attempted to lift latent fingerprints.

(REPORT) On Saturday, 12/12/09, 6:15 PM, a male walked up to the attendant of the E-Z Park lot, 1213 Walnut St. with his hand in his pocket, simulating a gun, and demanded money.. After getting money, the male fled onto Sansom St. and went west. The offender was described as a black male, 6', 190 lbs. wearing a black jacket, grey hoody and white baseball cap.

(REPORT) On Saturday, 12/12/09, between 9:30 PM and 10:55 PM, out-of-town complainant's 2003 Ford, parked in the 300 block S. 8th St. had a window smashed and a Blackberry taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted.

Attack of the Leaves
Because the City of Philadelphia stopped deploying their street sweepers on December 1, the WSWCA concluded that an organized street cleanup in December was too much work for too few people. We're currently putting our energy into planning a January cleanup to make up for lost time and fallen leaves. Those of you who volunteered to help with the effort will be contacted shortly to begin the process.

In the meantime, we ask that all Wash West residents take a few extra moments to sweep and bag the leaves not only on their sidewalks, but whatever they can collect from the curbsides. This extra effort will avoid blocking storm drains, help minimize flooding, and make the entire neighborhood safer once snow arrives! (Although considering tomorrow's storm, this advice may be a TAD late. Enjoy the white stuff, everyone!)

(REPORT) Between Tuesday, 11/23/09 and Monday, 11/30/09, complainant's apartment in the 1300 block Locust St. was entered without force (complainant lost key on 11/22/09) and taken were the TV, computer and DVD player. 6th District Officer Kelly lifted latent fingerprints from the scene.

(REPORT) On Monday, 11/30/09, 4:50 AM, complainant was walking in the 1100 block Spruce St. when a male punched him and took his wallet and fled west on Spruce St. The offender was described as a black male, 20s, 5'10", 155 lbs, long dreadlocks, wearing all dark clothing.

(REPORT) On Wednesday, 12/02/09, between 1:10 PM and 6 PM, complainant's bicycle was taken without permission from her fenced in yard in the 900 block Bonaparte Ct.

(REPORT) On Friday, 12/04/09, 2 AM, complainant got into an argument with a female known to her by name in the 1300 block Locust St. The complainant was punched in the face and sustained a cut to her chin requiring medical attention, the offender, described as a black female, 24 years old, left the scene before police were called. Central Detectives will obtain an arrest warrant for Assault.

(REPORT) On Saturday, 12/05/09, 12 AM, two males opened the door of the attendant's booth at the parking lot, 1309 Locust St. and demanded money from the attendant. The attendant complied and the males fled east on Locust St. The offenders were described as two black males, #1-35, 6', 160 lbs, beard, wearing a grey hoody, #2-5'10", green shirt under a dark button down shirt, white baseball cap.

(REPORT) Between 3 PM, Friday, 12/04/09 and 5:15 PM, Saturday, 12/05/09, two basement storage units in an apartment building in the 1000 block Spruce St. were entered without permission. One of the units had several cameras taken, the other just had a cut padlock, nothing taken. 6th District Officer Trautz attempted to lift latent fingerprints.

(REPORT) Between 4:30 PM, Tuesday, 11/24/09 and 6:30 AM, Wednesday, 11/25/09, complainant's 2006 Nissan, parked in the 300 block S. Camac St. had a window smashed and a GPS taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted.

(REPORT) Between 11 PM, Monday, 11/23/09 and 12 PM, Thursday, 11/26/09, complainant's 1997 Honda, parked in the 900 block Cypress St. was taken without permission.

(REPORT) On Thursday, 11/26/09, 9:30 PM, complainant was walking in the 400 block S. 13th St. when two males came up behind him, one grabbed his messenger bag from his hand while the other punched him in the side of his head. The complainant did not see the males and could not provide any description. (The incident wasn't reported until 4:30 PM, Friday 11/27/09 to the 3rd District.)

(REPORT) Between 6 PM, Thursday, 11/26/09 and 7 PM, Friday 11/27/09, complainant's 2001 VW, parked in the 1000 block Clinton St. was entered without any force and a GPS was taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted.

(ARREST) On Friday, 11/27/09, 8:35 PM, 6th District bike Patrol Officer Fererro observed a male outside a business on the 1300 block Locust St. "loading a crack pipe". The male was apprehended and a packet of crack cocain and the glass pipe were recovered. The 35 year old offender with a West Phila. address was charged with Possession or Crack Cocain.

(REPORT) On Sunday, 11/29/09, 1:55 AM, complainant got into an argument with another male in the 400 block S. 11th St., the complainant was picked-up and thrown to the ground causing facial injuries. The below incidents in the Wash. Sq. West area were recently reported to the 6th District:

(REPORT) On Tuesday, 11/17/09, between 12 PM and 2 PM, out-of-town complainant's 2009 Toyota, parked in the 1100 block Spruce St. had a window smashed and a GPS taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted.

(REPORT) On Thursday, 11/19/09, between 1 PM, out-of-town complainant's unlocked 2009 Hyundai, parked in the 900 block Spruce St. had a GPS taken. The complainant drove the vehicle before contacting police thus contaminating the scene, no latent fingerprints were lifted.

Crime Alert
On Saturday, 11/21/09, 2:26 AM, 6th District police responded to a 911 call of a robbery at 2nd & Spruce Sts. At that time the officers came into contact with a male and female complainant and were told that as they walked in the 200 block Spruce St., two males came up behind them and grabbed a handbag from the female and ran east on Spruce St. The male companion of the complainant chased after the two offenders and one of the males pulled out and fired a handgun. The offenders got into a vehicle and fled, direction unknown. During the course of interviewing the complainants, the male victim realized that he had a graze wound to his side and was taken to Pa. Hospital where he was treated and released.

The offenders were described as black males, #1- 22-25 years old, 5'6" -5'7", medium build, wearing dark colored clothing, #2-25-26 years old, 5'11" -6", scruffy beard, wearing a dark colored puffy jacket.

The males fled in a dark colored older model Ford Crown Victoria, with a New Jersey license plate containing the letters "FB".

It is requested that this alert be sent out to all area residents so that proper precautions are taken.

It is also requested that if anyone has seen this vehicle before to please contact the 6th District Crime Prevention Officer Whitford at 215-686-3063. If a vehicle or males fitting this description is seen. please contact 911 right away, give an exact location, description and mention this incident to the 911 call taker. DO NOT TAKE ANY OTHER ACTION THAN TO CALL 911 AND BE OBSERVANT. THESE MALES OR THE OCCUPANTS OF THE DESCRIBED VEHICLE SHOULD BE CONSIDERED ARMED AND DANGEROUS.

(REPORT) On Tuesday, 11/10/09, 12 AM, complainant was walking south in the 300 block S. Broad St when a male ran up from behind, grabbed complainant's jacket from his hand and fled west on Spruce St. The offender was described as a black male, 30's, wearing a grey sweatshirt, blue jeans, brown boots.

(REPORT) On Tuesday, 11/10/09, between 7 AM and 9 AM, out-of-town complainant's Dodge Pick-Up, parked in the 1100 block Locust St. had a window smashed and an I-Phone taken. 6th District Officer Minnis attempted to lift latent finger prints.

(REPORT) On Tuesday, 11/10/09, 12 PM out-of-town complainant was working at the rear of his work van in the 800 block Spruce St. when person(s) unknown took a laptop fro the open side door of the van.

(REPORT) On Wednesday, 11/11/09, between 12 PM and 5 PM, complainant's bicycle was taken from the 1000 block Walnut St. without permission.

(REPORT) On Thursday, 11/12/09, between 9:20 AM and 3:30 PM, complainant's apartment in the 200 block S. 13th St. was entered without force and a laptop was taken. 6th District officer McQue lifted latent finger prints at the scene.

(ARREST) On Thursday, 11/12/09, 6th District Sergeant LaRose set up a surveillance for illegal narcotic activity in the Wash. Sq. West area when at 7:40 PM, officers observed a male on a bicycle, outside the Parker/Spruce Hotel, 261 S. 13th St,. go over to a male standing on the corner and sell him narcotics. The seller was arrested with 10 packets of crack cocaine, a bag of Marijuana and $250 cash in his possession , the buyer fled the scene. The 28 year old seller with a N.E. Phila. address was charged with Illegal Narcotic Sales.

(REPORT) Between 5 PM, Friday, 11/13/09 and 9:30 PM, Saturday, 11/14/09, complainant's 2000 Acura, parked in the 900 block Pine St. was taken without permission.

(REPORT) Between 9:30 AM, Saturday, 11/14/09 and 2:30 PM, Sunday, 11/15/09, complainant's 1999 Acura, parked in the 1000 block Locust St. was taken without permission.

(ARREST) On Saturday, 11/14/09, 6th District Bicycle Patrol Officers Fererro and Cullen while making a security check of the apartment complex in the 200 block S. 13th St. observed a male they knew not to be a resident wondering the halls. The male was stopped for investigation and found to be in possession 4 packets of crack cocaine and a glass pipe. The 40 year old offender with a North Phila. address was charged with Possession of Crack Cocaine.

Tonight, Wednesday, 11/18 at 7:00PM, the Society Hill Civic Association's regular membership meeting will include information about SeeClickFix. SCF is a widely-used community engagement tool where neighborhoods, advocacy groups, journalists and governments promote civic dialogue and resolve urgent issues.

Using SeeClickFix, any citizen may report and monitor concerns via the website, iPhone app, email or telephone. Citizen groups and government can then collaborate on resolving issues, which most frequently include litter, potholes, prostitution, graffiti, and unsafe intersections.

They will be giving specific examples and a live demonstration of the site at 7:00 PM at Pennsylvania Hospital, 8th and Spruce Street Auditorium.

Leaf Cleanup
The WSWCA is considering a street sweeping day in late fall, but requires volunteers to help with posting and removing signs. If you have a few hours to spare, please email us at info@washwestcivic.org.

For regular leaf pickup, the City no longer provides mechanical leaf collection service. This includes leaf blowers, mechanical sweepers and vacuums.

Beginning in the fall of 2009, leaves must be placed out in biodegradable brown paper bags alongside regular rubbish collections. Bagged leaves will be separated and composted. By using biodegradable bags, you will help crews work more efficiently and more easily identify your bags as leaves. Leaves set out in other bags or containers may be collected as rubbish. Landscapers and leaf cleaning services should remove and dispose of leaves privately.

(ARREST) On Tuesday, 10/20/09, 12 AM, a witness observed a female patient taking items from a backpack that was behind the nurses station inside the E.R at Pa. Hospital, 800 Spruce St. The witness notified security who held e offender for police and the complainant's wallet was recovered and returned. The 22 year old offender with a Port Richmond address was charged with Theft.

(REPORT) On Tuesday, 100/20/09, 11:30 AM, elderly complainant reported that a female came to her apartment door, 8th & Locust Sts. and asked to use the phone. Later, at about 1 PM, complainant found that $20 and a bank card were missing from her handbag. The offender was described as a black female, medium complexion, 5'6", thin build.

(REPORT) On Tuesday, 10/20/09, 1:42 PM, complainant discovered a female unknown to her hiding in the closet of her apartment at 9th & Locust Sts. The offender fled the property without saying or taking anything. The offender was described as a black female, 30 years, 5'6", 120 lbs., wearing a black skull cap, black jacket and black pants. 6th District Officer Grant attempted to lift latent finger prints at the scene.

(REPORT) Between 4 PM, Tuesday, 10/20/09 and 8:50 AM, Wednesday, 10/21/09, complainant's apartment in the 200 block S. 13th St. had the door forced open and cash taken from inside. 6th District Officer McCausland attempted to lift latent finger prints at the scene.

(ARREST) F.Y.I. On Wednesday, 10/21/09, 1:35 AM, complainants were entering a residence in the 1100 block Rodman St, (3rd District) when a male grabbed the handbag from one of them and started to flee. The other complainant chased and caught the male, but was forced to release him when he pulled out a knife. 6th District Officer Erwin responded to the area and apprehended the offender in the 1300 block Lombard St. and complainant's property was recovered. The 49 year old offender with a North Phila. address was charged with Robbery, Assault and related offenses.

(REPORT) On Thursday, 10/22/09, 3:20 AM, complainant reported that he came out of a club and he was pushed down and had his money taken in the 1200 block Chancellor St. The offenders were described only as 4 black males.

(ARREST) On Friday, 10/23/09, 6th District Sergeant LaRose set up a Narcotics Enforcement Team surveillance in the area and at 9:45 PM, Officers observed two males in a drug transaction in the 100 block S. 11th St. Upon approach the males fled in opposite directions. The seller was apprehended as the buyer was bale to elude apprehension. Recovered were numerous packets of crack cocaine and cash. The 51 year old offender with a West Oak Lane address was charged with Illegal Narcotic Sales.

(ARREST) On Friday, 10/23/09, 10:15 PM, a male was arrested for Prostitution at 13th & Spruce Sts. by the City Wide Vice Unit.

(ARREST) On Saturday, 10/24/09, 12:45 PM, a male was arrested for Prostitution at 1200 Spruce St. by the City Wide Vice Unit.

(ARREST) On Saturday, 10/24/09, 12:55 PM, a male was arrested for Prostitution at 1200 Locust St. by the City Wide Vice Unit.

(REPORT) Between 1 PM, Saturday, 10/24/09 and 4:30 AM, Sunday, 10/25/09, complainant's secured bicycle was taken from the 1200 block St James St. without permission.

(REPORT) Between 6 PM, Sunday, 10/18/09 and 12 PM, Sunday, 10/25/09, complainant's 2000 Nissan, parked in the 1300 block Pine St. was taken without permission.

FYI, On Sunday, 11/01/09, 12:21 AM, a Phila. Fire Dept. medic unit responded to a call for a hospital case at 7th & Spruce Sts. The medic unit found an unresponsive male on the S.E. corner with an apparent gunshot wound to the chest. The 17 year old male with a South Phila. address was transported to Jefferson Hospital, but did not survive his injury. 6th District police were called to the hospital and then went to the area of 7th & Spruce Sts. to check for a crime scene. It was evident that the incident did not occur at this location.

On Monday, 11/02/09, at 3:43 PM, the 6th District was notified by the Homicide Unit that the place of occurrence for this homicide by shooting was 15th & Ellsworth Sts. South Phila. in the 17th District and that the victim was apparently in route to the hospital, but only made it as far as 7th & Spruce Sts.

(REPORT) On Thursday, 10/29/09, 5:15 AM, Delaware River Port Authority police discovered a 2009 Nissan, parked in the 200 block S. 11th St. with a smashed window. The owner later returned and reported that an I-Phone and watch was taken.

(REPORT) On Friday, 10/30/09, 12:22 AM a security guard inside an office building in the 1200 block Locust St. left his desk for a few minutes, returned and found an I-Pod and phone had been taken. A male was observed on security cameras taking the items. The offender was described as a black male, 20's, 5'10", thin build wearing a dark jacket.

(REPORT) On Saturday, 10/31/09, 10:50 PM, complainant exchanged words with a male in the 1300 block Locust St. and the complainant was punched in the head, suffering a laceration that required medical attention. The offender was described as a white male, late 20's - 30's, 5'10", medium build wearing a dark costume.

E-mail Hoax
The 6th District Police has forwarded an FBI warning regarding three new fraudulent e-mails that are currently in circulation. One claims to contain "Intelligence Bulletin No. 267;" another purports to be from the Department of Homeland Security and the FBI Counterterrorism Division; and the third claims to contain an FBI intelligence bulletin from the Weapons of Mass Destruction Directorate. Do not click on any links contained in these or similar e-mails; they are hoaxes and may contain viruses or malicious software.

Hazardous Waste Drop-Off
The next Streets Department Hazardous Waste drop off is coming up on Sat. October 24th. Here is an opportunity to get rid of hazardous waste materials (including computer monitors) safely. Veteren's Day at Independence Branch Library

Disturbing Incidents
A member sent along a cautionary account of a young man who was robbed and beaten last week on South Street at 7th Street, at 9:30 PM. He was walking alone when a group of 8 (18-20 year olds) grabbed his phone and began to beat him up...they did not bother taking his wallet, seemed to be more interested in simply hurting him. He is mildly injured, but essentially fine. While in the ER, there was another young man who was apparently attacked by the same group, at South and 10th. His injuries were more serious.

This neighbor wants to make sure the word is out to protect other kids. We thank them for speaking out.

Parks and Recreation Meetings
Philadelphia's Parks and Recreation Commissioner has extended an invitation for you to join a conversation on the merger of Philadelphia's Fairmount Park System and Department of Recreation. The vision entails becoming a leader in out of school time activities, as well as expanding outdoor recreational opportunities for adults and youth. Identifying more space for parks and trails, along with ensuring that the City excels at maintaining its park land will be core to this mission.

After graduate school, my wife and I lived in New Orleans for two years where we experienced Hurricane Katrina and its aftermath. We returned to Philadelphia in 2007 and purchased a home in the Washington West neighborhood at 12th and Spruce. I practice law at a firm located in Center City. My wife and I have two children, aged 2 years and 8 months, who can regularly be seen frolicking at Washington Square or Seger Playground. We love the neighborhood and intend to stay for a very long time.

There is no particular agenda leading me to run for the Board of WSWCA. I simply want to contribute to and be more involved in the neighborhood in which I live. I became a member of WSWCA when I first moved to the neighborhood and have attended several meetings of the Board and the Governmental Affairs Committee over the past year. I have been impressed with and believe in the work of the organization. I hope to contribute my energy and unique experiences to the organization and to the Washington Square West neighborhood.

Ali Fazio
Please consider this letter notification of my intent to run for a position on the WSWCA Board in the upcoming October 13th election.

As you know, I have been serving on the Board since 2006. During that time I have also sat on, and then co-chaired the Zoning and Governmental Affairs Committee. The majority of my work for the Board has been through administration of the Zoning Committee applicants. I process intake forms, flyers and agendas; I compose letters to the Zoning Board of Adjustments, Councilman DiCicco, the Planning Commission and others. I do my best to walk both residents and business owners through the zoning process, and to keep diligent records of the application that are presented to us.

In the coming month, I will be attending a 3-day training to become a Tree Tender. I hope to be able to take on this role in our community as a way to participate and contribute outside of zoning matters. I feel strongly about the cleaning and greening of our neighborhood and would, with this new term, try to focus more attention and effort on those matters.

Annette C. Earling
My name is Annette Earling, and I've been a member of the Wash West community since 1991. I became a member of the Civic Association a few years after moving here, and I was honored to be asked to join the board around 2000. I've been very active with the board, heading the Membership and Awareness committee, designing the newsletter, The Post, sending out our electronic newsletter, the E-Post, and working on our website. I've also organized our membership drives and have helped with other efforts, such as cleanup and fundraising.

I own a small graphic design business here in Wash West, where I live with my husband and our 6 year old boy, not to mention our 2 year old lab mix. I'd like to continue to work on the Board of our Civic Association, and respectfully submit this request to be included on the slate in the upcoming election.

Diana Lind
I'm currently the executive and editorial director of Next American City (americancity.org), a Philadelphia-based national non-profit dedicated to improving American cities. My interest in my work has often carried over to our neighborhood, and as Annette will attest, I have hoped to bring some ideas learned on the job to the WSWCA.

I would like to serve on the WSWCA board as a way of getting more involved in the neighborhood, helping strengthen current activities such as the neighborhood watch and clean-ups, and helping launch some new initiatives. My interests range from getting my hands dirty (I literally just applied for a plot in the Waverly Garden) to using the Web to better engage our neighborhood. I also would be happy to use the connections made on the job for fundraising opportunities or to support neighborhood improvement activities. In general, I'd like to represent the concerns of my neighbors (aged 24 to 80) and be a helpful resource for the community.

I currently do not sit on any boards, but when I owned an apartment in Brooklyn, I sat on the building's co-op board for one year.

Susan Weiss
Please accept my candidacy for a position on the Wash West Civic Association Board. I am a Philadelphia native, have lived in Wash West for 11 years, and would love to have a more formal role in helping to improve our neighborhood. I have over 15 years of experience in development and nonprofit management and, as an eight-year staffer at the region's leading arts advocacy and umbrella marketing organization, a deep interest in public policy and community development.

Susan Weiss is Vice President of the Greater Philadelphia Cultural Alliance, the region's leading policy and umbrella marketing organization for arts and culture. Previously, Weiss worked at the University of Pennsylvania, where she served as staff writer in the marketing and development departments at the Institute of Contemporary Art and Annenberg Center for the Performing Arts. She also worked at Boston's Institute of Contemporary Art and Dance Umbrella, and has taught “Writing for the Arts” as an adjunct lecturer in Drexel University's Graduate Arts Administration Program. She is a member of the 2010 core class of Leadership Philadelphia and sits on the Board of Simpatico Theatre Project. Weiss has a JD from Boston University and a BA in American Studies from Wellesley College.

David Fante
I would like to be considered for election to the Washington West Civic Association Board. As a resident of the 1300 block of Rodman Street, I have attended a few meetings in the past, specifically to present some of the ideas for the Broad and South Streets Community Garden, and more recently (about 2 years ago) to seek advice on how to deal with issues that our block has had with a few troublesome UArts students. In addition to providing useful advice and identifying channels to pursue, you and Wash West facilitated and participated in a meeting with me and another representative from my block and the UArts dean of students at Councilman DiCicco's office.

The result of the advice we received and the conversation we had at that meeting has made our block a much better place to live, and it is the primary reason I'm interested in becoming an active member of the civic association. Wash West is an effective organization which makes a positive impact on our community. As a resident of our neighborhood, I have a vested interest in our community and in maintaining the quality of life we enjoy while working to make it a better and safer place.

As an architect, I believe I could contribute to Wash West in matters of reviewing and commenting on building projects brought before the board for review.

I'm originally from Yonkers, NY. I graduated from Syracuse University in 1998 and have lived and worked in the area since the summer of 2000. I am a Project Architect with EwingCole, where I am currently working on a renovation to the Smithsonian National Museum of Natural History in Washington DC. My wife (a structural engineer at another firm in town) and I have lived on Rodman Street since January of 2005 and are members of the Broad and South Streets Community Garden. In our free time, we enjoy maintaining our house, cooking, and sampling restaurants in our neighborhood.

I would like to run for re-election for the next term.

I seek this position to attampt to finish a few projects, which include the 501(c)(3), the street lighting of 12th Street, and to work with Rick on the derelict landlords project.

I'm a resident for about 7 1/2 years with my partner, Stephen Betts.

I work only about 5 blocks away, and have been a civil trial lawyer at Lyman & Ash for 6 years.

I've served on the boards of a few non-profits in Philadelphia: formerly Sapphire Fund, presently also Mazzoni Center.

I would like to bercome a member of the Board because I have have been actrive in civic affairs in my previous Center City West neighbord for twenty years (Democratic Party committeeperson and before that founding Vice President of the Center City South Neighborhood Association, and, concurrent with that, a block captain at 21st & Fitzwater St. I would now liked to transfer the site of my civic activity to Wash West, my post-divorce neighborhood.

I was a principal of the Alternatives for the Middle Years (AMY) Schools, than Director of Education at Berean Institute.

I am the father of two Center City children and participated actively at Durham, Greenfield and Masterman years ago.

I have been happy in Center City. It has served my family and me well, and I would relish the opportunity of repaying that with my continued service.

Sonia Nofziger Dasgupta
I am interested in joining the Washington Square West Board of Directors to increase my involvement in the community my husband and I joined when we moved to our current home in March of 2008. Having been brought up by parents committed to historic preservation and documentation, I have long been interested in the history of Philadelphia. Since moving to WSW, we have begun to research the history of our home and look for ways to connect with our neighbors. The area is evolving, but there remains opportunity for the community to continue to develop its own identity in this city of neighborhoods. I would like to be part of the evolution as we plan to be part of the area for years to come.

I believe that my background in marketing, communications and fundraising will be assets in assisting WSWCA in growing and developing.

Prostitution Problems on Your Street?
Of course the first thing to do is to call 911 each and every time you see this occuring. We need a record of complaints.

However a member recently contacted the police, where it was also recommended that they send letters to Community Court, where prostitutes are tried. (REPORT) On Saturday, 09/19/09, 12:30 AM, complainant was at Camac & St. James Sts. when he was hit on the head with an unknown object by unknown person(s). Taken was his wallet. Complainant reported the incident on 09/21/09, no description of offender(s) given.

(REPORT) On Tue 09/22/09, between 6:15 AM and 6 PM, complainant's apartment, in the 300 block S. 12th St. had the door pried and taken from inside was a laptop. 6th District officer Greco attempted to lift latent finger prints from the scene.

(REPORT) On Tuesday, 09/15/09, 2:15 PM, complainant returned home to her residence in the 1100 block Manning St. and placed a suitcase in the foyer and left for a short time. When she returned the door had been forced open and the suitcase was gone. (Incident wasn't reported until 09/23/09-no scene to process)

McCall School to celebrate 100 years
On October 26, 2009, McCall School, the neighborhood school for Wash West, celebrates 100 years of providing high quality education for the children of our neighborhood. The school will be commemorating its centennial throughout the year with a series of celebrations and historical activities for the current McCall students.

Over the years, McCall School has been recognized as an excellent primary school as well as stellar "continuation" school and, at times, even a vocational school. One of the most distinctive characteristics about the school, however, has always been its strong multicultural tradition. In addition to serving the neighborhoods of Wash West, Society Hill, Old City and parts of the Loft District, McCall is the neighborhood school for Philadelphia's Chinatown. As such, students of all backgrounds at McCall School are given daily instruction in Mandarin Chinese.

The multicultural nature of the McCall student body is nothing new. The school has always hosted a diverse immigrant population and a student body with a varied socioeconomic and ethnic multicultural makeup. In 1918, 95% of the students enrolled in McCall School were born outside of the United States. Beginning in the early 1950s, immigrant children were assigned to McCall School as part of the first program in the United States that taught English as a Second Language. By 1953, the McCall School had as many as 200 students from more than 20 countries who were studying English as a Second Language. The multicultural blend of students at that time included children from Ukraine, France, Japan, China, Greece, Puerto Rico, Germany, Brazil, Hungary, Cuba, Korea and several African nations. McCall School had quickly become a center for foreign-born children to assimilate, learn American customs, and to learn to read, write and socialize in the greater community. Welcome sig! ns at the entrance to the McCall School could be read in 14 different languages and the school was, at times, referenced as a miniature United Nations.

A Centennial Gala will culminate the yearlong celebration of McCall's centential. It will be an opportunity for current and past members of the McCall family, members of the local community, and local leaders to commemorate the school's historic past and contribute to its future success. The gala is to be held at the National Liberty Museum, 321 Chestnut Street on November 12, 2009 from 5:30-8:30 PM. All proceeds from the gala will go directly toward strengthening McCall's science education program. Seger Park Events
This fall FOSPP and the Seger Tennis Club are offering an affordable after-school tennis program for children ages 6-8 (give or take a year) every Monday and Wednesday, 4-5 pm, from Sept 28-Oct 28. ATTENTION: ARMED ROBBERS WANTED
Please be aware of the below incident and if the described vehicle is observed, contact 9-1-1 immediately and provide location, description of vehicle and occupants and the direction of travel. Also inform the 9-1-1 operator that the vehicle was used in an armed robbery on 09/23/09 at 300 S. 11th St.

On Wednesday, 09/23/09, 12:40 AM, complainant's were walking in the area of 300 S. 11th St. when approached by four (4) males. One of the males produced a silver handgun and demanded the purse of the female complainant, during this time the male complainant was punched twice by one of the other males. All of the offenders entered a dark green SUV, possibly a Jeep, with a partial Pa. tag # of DYX_ _ 89 and drove off, going east on Clinton St.

The offenders were described as: #1-Hispanic male with an olive complexion, 20 years old, 5'10", 180 lbs, thin build, thin mustache, short straight hair parted in the middle, wearing a dark gray hoodie. #2-Black male, 20 years old, 5'7", very thin build, light beard and mustache, wearing a red sweatshirt with white letters on the chest, dark blue jeans. #3-Hispanic male, 18 years old, 5'4", 150 lbs, thin build, wearing a light gray hoodie, blue jeans. #4-Black male, no further description

There was another male operating the vehicle, described as a black male, 20 years, dark complexion, beard and mustache, back plastic framed glasses.

Anyone who may have information concerning this robbery should contact Detective Goldstein at Central Detective Division- 215-686-3093 or 215-686-3094.

Anyone seeing any of the above described vehicle or offenders should call 9-1-1 immediately, do not take any actions, these males should be considered armed.

(ARRESTS) On Monday, 09/14/09, 11 PM, complainant was confronted in the 1200 Spruce St. by 4 trans. males, one of which threatened and chased the complainant with a knife. The complainant notified 911, provided a description of the offender. 6th District Officer Hartzell responded, observed the offender at Camac & Locust Sts., the offender fled, discarding a knife along the way, the officer pursued on foot to Broad & Chestnut Sts. where the apprehension was made. A second offender from the group of 4 picked up the discarded knife and attempted to leave the area with it. The 1st offender, age 18 with a South Phila. address was charged with Aggravated Assault and related offenses, the second offender, age 18 with a Camden, N.J. address was charged with Conspiracy and Tampering with Evidence.

(ARRESTS) On Tuesday, 09/15/09, 6:15 PM, based on information from 6th District officers and concerned citizens, the Narcotic Field Unit set up a surveillance of a resident of the Parker /Spruce Hotel, 261 S. 13th St. The resident was observed leaving the area in a taxi and was stopped a distance away and found to be in possession of powdered cocaine. A Search & Seizure warrant was obtained for his room inside the hotel where a quantity of bulk crack cocaine as well as packaged crack, packaged marijuana, a scale, money and 2 loaded handguns were found and seized. A second resident of the room was also taken into custody. The 25 and 19 year old offenders with addresses at the Parker/Spruce Hotel were charged with Possession With Intent to Deliver Illegal Narcotics, Violation of the Uniform Firearms Act and related offenses.

(REPORT) Between 4 PM, Thursday, 08/25/09 and 6:50 PM, Thursday, 09/17/09, complainant's 2007 Jeep, parked in the 1100 block of Spruce St. had the plastic windshield unzipped and CDs taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted.

(REPORT) On Friday, 09/18/09, 5 AM, out-of-town complainant parked her 2008 Pontiac in the 1200 block Spruce St. with the keys in the ignition. When she returned 20 minutes later the car had been taken without permission.

(REPORT) Between 10 PM, Friday, 09/18/09 and 7 PM, Saturday 09/19/09, complainant's apartment in the 1300 block Pine St. had a T.V. missing, there was no forced entry into the property. 6th District Officer Maiorano lifted latent finger prints from the scene.

(REPORT) On Sunday, 09/20/09, 5:09 AM, police responded to an alarm at the hair salon, 234 S. 11th St. and found the front door open, no apparent force. The cash register was on the floor, owner and police walked through the property, nobody found inside, there was nothing taken.

The below incidents in the Wash. Sq. West area were recently reported to the 6th District:

(ARREST) On Sunday, 08/30/09, 2:02 AM, 6th District police responded to a call of a burglary alarm at the Ben Towne Deli, 111 S. 9th St. Upon arrival, the officer found that the front door glass was broken and the cash register inside was open. The window of Benjamin Cleaners at 115 S. 9th St. was also discovered smashed and an open cash register was observed inside. 6th District plainclothes Officers Crichton and Graner stopped a male walking away from the area. The male had a shopping bag with blood on it, the bag contained cigarettes and some cash, an additional sum of cash was recovered from his pocket. The officers noticed that the offender fit the description from other recent burglaries in the area that were captured on video and brought this to the attention. The 37 year old homeless offender was also charged with burglaries at Pearl Cleaners, 107 N. 9th St. on 08/27/09 and VIP Tailor/Cleaners, 1326 Spruce St. on 08/29/09.

(REPORT) On Monday, 08/17/09, between 9:35 AM and 12:30 PM, complainant's apartment in the 400 block S. Broad St. had the front door forced open and a laptop, video game system and camera taken. 6th District Officer Parisaeu attempted to lift latent finger prints.

(REPORT) Between 1 PM, Monday, 08/17/09 and 8 AM, Tuesday, 08/18/09, complainant's bicycle, secured in a courtyard in the 1000 Pine St. was taken without permission.

(REPORT) On Wednesday, 08/19/09, between 4:15 PM and 4:45 PM, out-of-town complainant's 2006 Dodge, parked at 9th & Locust Sts. had a window smashed and a laptop taken. Incident was reported to the 3rd Police District, no latent finger prints were lifted.

(REPORT) Between 4 PM, Wednesday 08/19/09, and 10:15 AM Thursday, 08/20/09, out-of-town complainant's 2009 Honda, parked in a paid lot in the 1300 block Locust St. had a GPS and an IPOd taken, there was no forced entry. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted.

(REPORT) On Thursday, 08/20/09, between 6:30 AM and 5:30 PM, complainant's apartment in the 1000 block Pine St. had the front door forced open and a laptop taken. 6th District Officer Sweeney attempted to lift latent finger prints.

(ARREST) On Tuesday, 08/11, 6th District Sergeant LaRose set up a surveillance for illegal narcotic activity in the Wash. Sq. West area when at 7:30 PM, officers observed a male exited the Parker/Spruce Hotel, 261 S. 13th St,. go over to a male standing on the corner and sell him narcotics. The seller was arrested with 5 packets of crack cocaine i his possession , the buyer was arrested with $20 in hand and a crack pipe i his pocket. The 21 year old seller with a North Phila. address was charged with Illegal Narcotic Sales, the 37 year old buyer with a homeless shelter address was charged with Possession of Crack Cocaine.

(REPORT) Between 10 AM, Tuesday, 08/11/09 and 11 AM, Wednesday, 08/12/09, complainant's 2004 Jeep, 2009 parked in the 1000 block Pine St. had a window smashed and a GPS taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted.

(ARREST) On Wednesday, 08/12/09, 11:40 PM, 6th District plainclothes Officers Seifert and Wenger observed a male in the 1100 block Locust St. kneeling at the rear of a 2003 Chevy that had a broken vent window. The male was placing a case into a bag. The male was stopped for investigation and found to have a CD case with 60 CDs, a wallet with ID from another person and a cell phone in the bag. The out-of-town owner of the Chevy was located and identified the items as having been inside his vehicle. The 45 year old homeless offender was charged with Theft From Motor Vehicle.

(REPORT) On Thursday, 08/13/09, 5:10 PM, a male took an I-Phone from the counter of the cafe, 401 S. 13th St. and fled. The offender was described as a black male, 30's, 5'10", wearing white & blue shorts, and carrying a blue folder.

(REPORT) On Saturday, 08/15/09, between 3 PM and 6:30 PM, complainant's unlocked 1998 Jeep, parked in the 1100 block Locust St. was entered and a laptop, IPod and messenger bag were taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted.

(REPORT) On Sunday, 08/16/09, between 4:30 PM and 5:15 PM, complainant's 2002 Jeep, parked in the 1000 block Spruce St. had a GPS, Satellite radio and back pack taken through an open window. 6th District Officer Sweeney lifted latent finger prints from the scene.

6th District Police Town Hall Meeting
The 6th District Town Hall Meeting will be on Tuesday, August 18, 2009 at 7PM at the 6th Police District located at 235 N 11th St.

On September 15, 2009, which is the date for the September Town Hall meeting we will have an Emergency Preparedness Workshop to let residents know how to be prepared in an emergency. Please attend this will start at 7:15pm. We will start Town Hall meeting this evening at 6:30pm.

(REPORT) Between 8 PM, Sunday, 07/26/09 and 7:30 AM, Monday, 07/27/09, complainant's 2007 Audi, parked in the 400 block S. Hutchinson St. had a window smashed and $7 in change taken. (REPORT) Between 8 PM, Sunday, 07/26/09 and 10:30 AM, Monday, 07/27/09, complainant's 1995 Ford, parked in the 800 block Addison St. had a window smashed, the vehicle was entered, but nothing was taken. (REPORT) On Saturday, 08/01/09, 11:15 PM, complainant was on a bench in Khan Park, 1101 Pine St. when two males approached him, identified themselves as Park Security and engaged in a conversation. Complainant became suspicious and started to call 911 and the males took his cell phone, after a brief struggle, the complainant retrieved his phone and the males fled, east on Pine St. The offenders were described as black males, #1-29-35 years, 5'6",. 210 lbs., wearing a white tank top, blue shorts, #2-25-30 years, 6'1", 170 lbs., wearing dark jeans, navy blue sweatshirt.

(REPORT) On Monday, 08/03/09, 2 AM, complainant's were confronted in the 200 block S. 10th St. by a male that exited a vehicle, pulled out a handgun and demanded their valuables. The offender took a wallet and cell phone, and fled south on 10th St. in a dark colored auto. The offender was described as a black male, 30-40 years, 6'1", medium build, wearing a dark shirt, dark pants.

(REPORT) On Tuesday, 08/04/09, between 8:15 AM and 7 PM, a laptop was missing from complainant's apartment in the 1300 block Locust St. while complainant was at work. There was no forced entry into the premises and the doors and windows were all locked. 6th District Officer Winckler attempted to lift latent finger prints.

(ARREST) On Tuesday, 08/04/09, 1:10 PM, complainant was walking on 12th St. @ Manning St. when two males grabbed her handbag and pulled the complainant down. The males fled north on 12th St. and were described as black males, 20 years old, both thin build, under 6' tall, #1-wearing a blue & black checkered scarf around his head, #2-blonde Mohawk haircut, both were barefoot. The information concerning this robbery was given out at the 3 PM roll call and at 9 PM, 6th District bike patrol Officers Blackburn and McQue observed a male in the 1200 block Locust St. fitting the description of offender #2. The male was stopped, found to have two warrants for failure to appear, the male was also in possession of ID and credit cards of the complainant. The 18 year old offender with a North Phila. address was charged with Robbery, Theft, Conspiracy and related offenses.

(REPORT) On Saturday, 08/08/09, 4:10 AM, complainant was talking to the driver of a red jeep, stopped in the 1200 block Pine St. when a male ran past and snatched his purse. The male ran east on Pine, then south on 12th St. and was seen getting into the same red Jeep. The offender was described as a black male, 6'1", 170 lbs, light complexion, wearing a white T-shirt, dark shorts, the driver of the Jeep was described as a black male, 5'8", dark complexion, wearing a white T-shirt, tan pants.

(REPORT) On Sunday, 08/09/09, 5:55 PM, employee of Philly Flavors, 343 S. 13th St. had a male pay a $20 tab with a $100 bill. The employee gave the male $80 in change and the male then grabbed the $100 bill from the top of the cash drawer and fled. The offender was described as a black male, 35 years old, 6'2", 200 lbs, bald, wearing a light blue Polo shirt and shorts.

(ARREST) On Monday, 07/20/09, 7:15 PM, 6th District bike patrol Officer Sprouls stopped a male fitting flash of a suspect wanted for taking a bicycle from the 200 block S. 12th St. A witness identified the male and the owner identified the bike. The 21 year old offender with a Germantown address was charged with Theft and Possession of Marijuana.

(ARREST) On Thursday, 07/23/09, 10:50 PM, a male was arrested at 1200 Spruce St. for Prostitution by the City Wide Vice Unit.

(REPORT) Between 8:45 AM, Tuesday, 07/21/09 and 2 AM, Wednesday, 07/22/09, complainant's unlocked apartment was entered and a laptop taken in the 300 block S. 11th St. 6th District Officer McQue attempted to lift latent finger prints, the scene was contaminated, incident not reported until 07/23/09.

(REPORT) On Friday, 07/24/09, between 5:45 AM and 1:25 PM, complainant's apartment in the 300 block S. 11th St. had a door forced open and taken were 2 laptops. Complainant refused to have a police officer process the scene for latent finger prints.

(REPORT) On Tuesday, 06/23/09, 9 PM, a male was seen in the fitness room on the 2nd floor of the gym, 204 S. Camac St. and taking a laptop and a wallet. The offender was described as a black male, 5'5"-5'9", thin build, wearing a bright striped Polo shirt, green army shorts.

(REPORT) On Wednesday, 06/24/09, 4 AM, complainant had her wallet taken by a male armed with a handgun while in 900 block Pine St. The offender was described as a black male, 30-35 years old, 5'11", 170 lbs., short hair, wearing a green sweat suit. The offender got into a dark colored 4 door auto parked on the corner of 9th & Pine Sts. and fled east on Pine St.

(REPORT) Between 7 PM, Tuesday, 06/24/09 and 7 AM, Wednesday, 06/25/09, complainant's 2005 Toyota, parked in the 200 block S. 12th St. had a vent window broken and the interior was ransacked, nothing was taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted.

(REPORT) On Saturday 06/27/09, between 2:30 AM and 11:30 AM, complainant's 2006 Acura, parked in a lot in the 200 block S. Juniper St. with a window partially down had a GPS, sunglasses and $50 taken. 6th District Officer Maiorano on scene to attempt to lift latent finger prints.

(REPORT) On Saturday, 06/27/09, 11 PM, complainant observed a male smash a window of his 2008 Nissan, parked in the rear of the 300 block S. 12th St., take a GPS and flee north on Fawn St. The offender was described as a black male, 20's, medium build, wearing a black baseball cap, green sweatshirt, jeans. The complainant contaminated the scene and no laten finger prints were lifted.

(REPORT) On Sunday, 06/28/09, 1:40 AM, complainant was standing on the corner, 10th & Lombard Sts. when unknown person(s) removed a wallet from her handbag without her knowledge.

(ARRESTS) On Sunday, 06/28/09, 5:05 PM, complainant was walking in the 800 block Spruce St. when 4 teenage males walked up to him and demanded his phone, the complainant was then slapped in the face and dropped his phone which was picked up by one of the males and they walked east on Spruce St. 3rd District police stopped a group of males fitting the description provided by the complainant at 7th & Bainbridge Sts. The complainant identified the 4 males and his phone was recovered from one of them. The offenders, ages 14-17, 3 with West Phila. addresses, 1 with an Olney address were charged with Robbery, Theft, Conspiracy and related offenses.

(ARRESTS) On Sunday, 06/28/09, 3:40 AM, a bouncer for Club Libations, 227 S. Broad St. broke up a fight inside the club and moved all parties outside, once outside the fight started again and the bouncer tried to separate the parties.. Two males in the crowd started punching the bouncer who realized that he was stabbed in the left side. The offenders fled in a burgundy Acura which was stopped in the 1300 block Pine St. by responding police and two of the occupants were identified by the complainant as the offenders. The 23 and 30 year old offenders, both with South Phila. address were charged with Aggravated Assault and related offenses.

(REPORT) Between 3:30 PM, Monday, 06/29/09 and 8:15 AM, Tuesday, 06/30/09, complainant's 1999 Honda, parked in the 300 block S. Camac St. had a window smashed and golf clubs taken. 6th District Officer Wimsey attempted to lift latent finger prints.

(REPORT) On Wednesday, 07/01/09, between 4 PM and 4 :20 PM, complainant's 1994 Toyota, parked in the 1000 block Spruce St. had a window broken and was entered, but nothing was taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted.

(ARREST) On Wednesday, 07/01/09, 8:20 PM, 6th District bike patrol Officers Ferrero and Cullen stopped a male for investigation outside the Parker/Spruce Hotel, 261 S. 13th St. and the male dropped a Tic-Tac container. The officers recovered the container and found crack cocaine inside. The 21 year old homeless offender was arrested and charged with Possession of Crack Cocaine.

(REPORT) On Thursday, 07/02/09, 11:42 AM, the attendant for the InterPark garage, 1001 Locust St. was held up of two deposit bags, point of gun, by a white male, 30's, blonde hair, unshaven, wearing a dark baseball cap, white shirt with writing on it, dark jacket, sunglasses. Central Detective Division processed the scene and received video surveillance.

(ARREST) On Thursday, 07/02/09, 10 PM, 6th District Officers Kovach and DiDonato, acting on community complainant's of prostitution, observed a male in front of 1203 Lombard St. attempting to flag down passing motorists. The male was arrested for Obstruction of Highway ad found in his possession were Narcotic pills for which he did not have a prescription. The 29 year old offender with a Newtown, Pa. address and who was arrested on 06/23/09 for prostitution at 13th & Walnut Sts., was charged with Possession of a Controlled Substance.

(REPORT) On Wednesday, 07/01/09, between 6:30 AM and 2:15 PM, complainant's apartment in the 1300 block Spruce St. was entered without any force and two laptops were taken. Incident was not reported until 07/02/09, the scene was contaminated and no latent finger prints were lifted.

(REPORT) Between 8 PM Friday, 07/03/09 and 5 AM, Saturday, 07/04/09, complainant left her room in the Parker Spruce Hotel, 261 S. 13th St, leaving the door unsecured because it would not lock.. Taken from the room while she was out was a laptop, cell phone and cash. Incident reported at 11 AM, the scene was contaminated and unable to lift latent finger prints.

(REPORT) On Friday, 07/03/09, 5:15 PM, 6th District bike patrol Officer Cullen was on patrol in the 300 block S. Camac St. when he observed a male look in his direction and throw a yellow tinted packet to the ground. Officer Cullen recovered the packet, saw that it contained crack cocaine and arrested the male. Two more packets of crack were recovered from the 26 year old offender with a Holmes, Pa. address. The offender was charged with Possession of Crack Cocaine.

(ARREST) On Wednesday, 06/17/09, 4 AM, 6th District Officers Macchione and Cifelli, assigned to uniformed patrol stopped a male carrying a laptop on 13th St. near Locust St. after responding a to a radio call of a theft from auto. The male also had 2 I-Pods and credit cards in another person's name in his possession. A complainant was located and identified all the items as coming from her vehicle parked in the 1300 block Locust St., which was left unlocked. The 32 year old offender with a local address was charged with Theft From Motor Vehicle.

City Water Meeting
Philadelphia City Council's Committee on Transportation and Public Utilities will conduct an independent investigation of the Philadelphia Water Department. (REPORT) Between 8 PM, Tuesday, 06/02/09 and 8 AM, Wednesday, 06/03/09, complainant's 2008 Honda, parked in the 1200 block Locust St. had a window smashed and CDs and a brief case taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted.

(ARREST) On Wednesday, 06/03/09, 3:15 AM, 6th District Officer McCauley, assigned to uniform patrol in the Wash. Sq. West area observed a male turning the door knobs to several doors of buildings in the 1100 block Spruce St. When stopped and questioned the male first responded he was visiting his mother, but forgot her address. When asked for identification, the male fled on foot and was apprehended a short distance away. The 21 year old offender with a Reading, Pa. address was charged with Night Time Prowling.

(REPORT) On Wednesday, 06/03/09, between 8:30 AM and 8 PM, 2 apartments in a building in the 1300 block Spruce St. had laptops taken with no forced entry. Management did show one of the apartments to potential renters during this time period. 6th District Officer Trautz attempted to lift latent finger prints.

Big Belly Placement Map
After consulting with the WSWCA Board and community members, the Streets Department has announced the placement of its Big Belly trash and recycling bins. These solar-powered compactors will be on many of the main intersections in Wash West, and hopefully will make a difference in street and sidewalk littering. We also hope they will discourage illegal dumping of household trash. They should be going up within the next month or so.

The below incidents in the Wash. Sq. West area were recently reported to the 6th District:

Summaries of these arrests were included in this week's report as a sample of how the 6th District continually works to enforce quality of life issues with regards to neighborhood and observed complainants of prostitution and corner narcotic sales. These arrests are typical each week and should be viewed as a sample of the on-going efforts to prevent crime and improve the quality of life in the Wash. Sq. West area.

(ARREST) On Tuesday, 05/26/09, 9 PM, 6th District bicycle patrol Officer Cullen observed a male flagging down cars in the running lane of traffic on 12th St. near Spruce St.causing a traffic hazard. The male was previously advised by police that this action was in violation of City Ordinance and State Law. The 25 year old male with a N.E. Phila. address was arrested and charged with Obstruction of the Highway.

(ARRESTS) On Tuesday, 05/26/09, 11:45 PM, 6th District Officers Ramirez and Collier observed two males on the corner of 12th & Spruce Sts. causing a traffic hazard by talking to numerous motorist that stopped in the running lanes, each time the police drove by the males would walk away and return as soon as the police were gone. After observing this behavior several times the males, #1-23 years with a local address, #2-27 years with a 9th District address were charged with Obstruction of the Highway.

(ARRESTS) On Wednesday, 05/27/09, 9:15 PM, 6th District bicycle patrol Officer Cullen observed two males flagging down cars in the running lane of traffic in the 1200 block Spruce St causing a potential traffic hazard. These males were warned earlier that this action was a violation of City Ordinance and State Law. The 41 year old offender with a Frankford address and the 28 year old offender with a Port Richmond address were arrested and charged with Obstruction of the Highway.

(ARREST) On Thursday, 05/28/09, 9:40 PM, 6th District bicycle patrol Officers Cullen and Ferrero observed a male blocking the entrance to an apartment building in the 200 block S. 13th St. which had a no loitering, no trespassing sign clearly posted. The male is not a resident or a guest of a resident and was instructed not to block the doorway. The 34 year old male with a shelter address failed to comply and was arrested for Obstruction.

(REPORT) On Sunday, 05/31/09, 12:05 AM, complainant was outside his residence in the 1000 block Clinton St. when a group of 6-7 males punched him and took his wallet and cell phone. The offenders were described as black and white males, possibly in their early 20's.

(REPORT) On Sunday, 05/31/09, 12:15 AM, complainant was approached by a group of about 10 teenage males at Camac & Pine Sts. who punched and kicked the complainant and took his wallet. The males were described as black males, no further description.

On Saturday, 05/30/09 into Sunday, 05/31/09, large numbers of teenage and young adults met on South St. via communications sent out over Electronic Social Networking Systems and spontaneously engaged in large scale disorderly acts which required a significant police response to disband the crowds. During the disbanding process, smaller groups of participants broke off from the main crowd and moved through the neighborhood. The Police Dept. will deploy a large force to South St. and the surrounding area to deal with any potential problems this weekend.

South Street Melee Sparks Meeting
In response to last weekend's melee involving teenagers swarming South Street with some committing crimes in adjacent neighborhoods, police are beefing up their enforcement and crowd control plans, and a COMMUNITY MEETING open to all residents is scheduled as follows:

DATE: Thursday, June 4, 2009 at 8:00 am (Please note this is a MORNING meeting)
LOCATION: Palumbo Recreation Center at 10th and Fitzwater

During the past two Saturday nights, thousands of African American youth, (roughly six to 10 thousand people, ages 12 to 18, by McShea's estimates) descended onto South Street. On Saturday, May 23rd, the crowd scene resulted in some vandalism. But late last Saturday night, May 30th, as an increased police presence pushed the teens off South Street, the crowd spilled over into neighborhoods, and some participants engaged in several robberies, a carjacking of cab, several assaults and also retail theft.

After two weekends of unexpected chaos on South Street, the city is taking a no-nonsense approach to managing South Street crowds during the weekends leading up to the annual Greek Picnic on July 11, McShea said. Plans include a significantly increased police presence (including mounted state police officers) along South Street from Broad Street to Front Street, an on-site night court, and a curfew bus.

"At midnight, if we find anyone 18 and under still on the street, we're going to bring them in, and their parents will have to come and get them at the police district," said McShea. Parents could also face a fine.

Volunteer Opportunity
In response to comments from the community, the Friends of Louis I. Kahn Park are looking for one to three volunteers from the neighborhood to form a temporary committee for a short-term lighting project. This Friends' committee will evaluate the current lighting and electrical infrastructure, make recommendations for changes, and oversee any changes. Funding is anticipated for the initial study and the cost of professional advice.

The below incidents in the Wash. Sq. West area were recently reported to the 6th District:

(REPORT) On Monday, 05/18/09, 12:05 AM, complainant had her handbag snatched while walking in the 300 block S. 13th St. by a male that fled east on Cypress St. The offender was described as a black male, 35 years, 5'8", 170 lbs., clean shaven, wearing a white T-shirt, blue jeans.

(REPORT) On Monday, 05/18/09, 1:30 PM, complainant got into an argument with the landlord of his business in the 1300 block Walnut St. when the landlord struck the complainant in the head with a pipe. The complainant went to the hospital and later reported incident to the police. Central Detective Division is investigating and will obtain an arrest warrant for the offender.

(ARREST) On Thursday, 05/21/09, 10:10 PM, 6th District Officers DiDonato and Kovach, assigned to tactical patrol in the Wash. Sq. West area, stopped a male for investigation outside the Parker-Spruce Hotel, 13th & Spruce Sts. The male was found to be in possession of 3 packets of Crack Cocaine. The 21 year old offender with a S. Phila. address was charged with Possession of Narcotics.

(REPORT) On Thursday, 05/21/09, between 10:15 AM and 1:30 PM, out-of-town complainant reported that luggage and a laptop was taken from her room at the Double Tree Hotel, 237 S. Broad St. There was no forced entry into the unoccupied room.

(REPORT) On Monday, 05/12/09, 11:30 PM, complainant had a female known to him in his apartment in the 200 block S. 8th St., complainant went out for a short time and returned to find female and his checkbook and cell phone missing. Incident reported on 05/21/09.

(ARRESTS) On Friday, 05/22/09, 9 PM, 6th District bicycle petrol Officers Ferrero and Cullen investigated two males obstructing the entrance to an apartment building at 250 S. 13th St. Both males were found to have a packet of crack cocaine and a glass pipe in his possession. The offenders, #1-42 years old with a West Phila. address, #2-47 years old with a North Phila. address were charged with Possession of Narcotics and Obstruction

(REPORT) On Saturday, 05/23/09, between 6:30 PM and 9:30 PM, out-of-town complainant's unlocked 1995 Volkswagen, parked in the 1300 block Pine St. had a GPS and checkbook taken from inside, no force. 6th District Officer Sweeney attempted to lift latent finger prints from the scene.

(REPORT) On Sunday, 05/24/09, 12:30 AM, complainant was punched and his cell phone was taken at Broad & Walnut Sts. by a black male, 18 years, 5'10", wearing a white T-shirt.

(REPORT) On Sunday, 05/24/09, between 9 PM and 11 PM, complainant's locked bicycle was taken without permission from the 200 block S. Jessup St.

(UPDATE-ARREST) On 06/01/08, complainant reported his 1999 Infiniti stolen from the 200 block S. 11th St. On Sunday, 05/24/09, 6th District Officers DeLuca and DeCrosta stopped the vehicle for a traffic violation, 1000 Parrish St. The 33 year old operator with a S. Phila. address was arrested and charged with Auto Theft and related offenses.

The Civic Association is encouraging all members to dial the new 3-1-1 service, whenever you notice a non-emergency neighborhood problem, DAY OR NIGHT! This includes litter, broken street lights or fire hydrants, city services, or just to answer a general question you may have about Philadelphia.

The reason we are so excited about this service is because, if it works the way it should, it will increase government accountability. 311 callers will receive a tracking number, allowing them to follow-up on their service request. They will also be given a specific time frame in which to expect the service to be provided so that they have clear expectations of when and how their request will be answered.

The data collected from 311 to track, evaluate, and if necessary correct, service patterns in the departments. So call!

New High Rise on Walnut
The Zoning and Governmental Affairs Committee of the WSWCA is scheduled to begin discussions with the owners of 1213 Walnut Street, this Tuesday the 2nd of June at 1001 Locust Street, Room 208, Hamilton Building. This will likely be the largest building that has ever been built in Wash West, so if you'd like to hear what's happening and voice your opinion, this is the place to do it. The meeting is public and will begin at 7pm.

Water Dept. Message
The PWD has sent us a letter with some clarification and some answers to a few questions they have received regarding Wash West flooding. We have copied most of the letter below.

There is "nothing new to report" as we are still in the process of setting up meetings with the civic and businesses associated with the Washington Avenue neighborhood. However, I did want to answer a few questions.

1. Is any of the flooding in Wash West taking place outside the context of properties with sinks, toilets, drains, etc. in basements or other subterranean rooms? If so, how many and what is your best guess as to why they flood,given that this neighborhood does not have a history of flooding in buildings without plumbing fixtures (toilets, etc.) below ground?

As we've shared during our presentations, the properties that experience sewage backups during intense rain storms ( rain that falls at a rate of 1 inch of rain in 15 minutes, 2 inches within an hour) generally share some common characteristics:

* their property/block is draining into a system that cannot convey the volume of stormwater in the sewer, and therefore is backing up into the property
* the elevation of their basement floor is similar/slightly above the elevation of the sewer in the street
* their basement or below grade floor has plumbing fixtures, e.g., floor drains, utility sinks, toilets, that provide an outlet for the backup in their sewer lateral

We have received approximately 5,000 complaints from properties in Northern Liberties, Washington Square West and neighborhoods in South Philadelphia. These properties, as most in the city, have one or many plumbing fixtures in their basement level (think washers, dryers, floor drains).

2. Debra McCarty, Deputy Commissioner of the Phila. Water Dept., has said that anyone in this neighborhood who wanted to put a toilet in their basement would have to install an upflush toilet to meet the city code requirement that the toilet drain properly. If so, when, if ever, did the City become responsible for fixing the plumbing problems of properties that violate the city code?

The properties that have experienced sewage backups are not properties that are pumping into the sewer. The property's lateral cannot drain into the sewer in the street when the sewer is full to capacity during these intense rain storms. Therefore, sewage backs up the lateral through a plumbing fixture in the basement which is at the lowest elevation in relation to the floor (floor drain before utility sink). These plumbing fixtures have been properly installed and meet the City's Plumbing Code.

3. How does the PWD respond to the letter it received from John Gallery, Executive Director of the Preservation Alliance, pointing out that it would take years to collect the clearances to permit such a project to take place in an area with so much legal protection due to the historic character of the buildings and the neighborhood as a whole?

The Water Department, under general ordinance, has the authority to install water, sewer and stormwater infrastructure in public streets to provide the services required to protect public health and safety. With this authority comes an obligation to evaluate the impact of our proposed construction on streets, sidewalks, other utilities and properties. Permits are not required for this work. However, we perform this obligation with a due diligence to lessen the impacts of needed construction to the best of our ability.

ALERT from the 3rd District Police
Between the following dates and times -- Saturday 4/11/09 approximately 9:00pm and Sunday 4/12/09 1:30am -- incidents were reported to police regarding several black males assaulting and robbing individuals in the following areas: 400 Queen Street, 700 Catherine Street, 900 Fitzwater Street, 7th & Passyunk Avenue, and 700 Spruce Street. Two of the complainants were knocked off their bicycles then punched and kicked. The other complainants were approached while on foot punched in the face and/or kicked and items taken from them. The following is a description of the offenders: 2-5 Black males, early 20's, #1 - 5'10-5'11, 170-175 lbs, #2 - 5'8-5'9, 190-200 lbs, no further descrtion on the other males. All the males where wearing black or dark color clothing.

IF YOU SHOULD HAVE ANY INFORMATION OR HAVE SEEN ANYTHING SUSPICIOUS AROUND THE TIME, DATE AND AREA OF THIS INCIDENT PLEASE CALL 3rd District Police to report.

(ARREST) On, Thursday, 04/02/09, 9:15 PM, a male was arrested in the 200 block S. 12th St. by the City Wide Vice Unit for Prostitution.

(ARREST) On, Thursday, 04/02/09, 9:55 PM, a male was arrested in the 12th & Locust Sts. by the City Wide Vice Unit for Prostitution.

(ARREST) On, Thursday, 04/02/09, 10:15 PM, a male was arrested in the 1200 block Spruce St. by the City Wide Vice Unit for Prostitution.

(REPORT) On Thursday, 04/02/09, 2 AM, in the paid parking lot, 1300 block Locust St. a witness saw a male break the window of out-of-town complainant's 2006 Toyota and take change and CD's. The offender was described as a black male, 5'8", thin build, scruffy beard, dark complexion, wearing a grey jacket, tan boots and blue jeans. 6th District Officer Savino attempted to lift latent finger prints.

(REPORT) On Friday, 04/03/09, between 9:30 AM and 5:40 PM, complainant's apartment in the 1200 block Walnut St. was entered without force and taken was a laptop. 6th District Officer Minnis attempted to lift latent finger prints from the scene.

(REPORT) On Monday, 04/06/09, 2:20 AM, out-of-town complainant was unloading his 2006 Acura, 200 S. 12th St. when a male entered the open door and took a Blackberry and walked away. The offender was described as a black male, 25-30 years old, unshaven, short hair, dark complexion, wearing dark clothing.

(REPORT) On Monday, 04/06/09, between 6 AM and 8 AM, complainant's 2001 Nissan, parked 400 S. 13th St. after involved in an accident and trunk unable to be secured, had house wares taken by unknown person(s).

(ARREST) On Wednesday, 04/08/09, 12 PM, police were called to a disturbance in the 800 block Walnut St., 6th District Officer Winckler investigated a male involved in the disturbance and found that he was wanted on a scofflaw warrant. A search of the prisoner turned up a bag containing a large crack cocaine rock. The 26 year old offender with a North Phila. address was charged with Possession with Intent to Deliver Crack Cocaine.

(ARREST) On Wednesday, 04/08/09, 9:30 PM, a male was arrested in the 200 block S. Juniper St. by the City Wide Vice Unit for Prostitution.

(REPORT) On Wednesday, 04/08/09, between 9 AM and 9:30 AM, employee left 2 ladders and a pipe threader unattended in the rear of a building in the 1300 block of Spruce St. and they were taken without permission.

(REPORT) On Thursday, 04/09/09, between 2:55 PM and 5:40 PM, complainant's 2001 Nissan, parked in the 800 block Pine St. had a window smashed and a laptop was taken. The scene was contaminated and no latent finger prints were lifted.

(ARREST) On Thursday, 04/09/09, 6th District Sergeant LaRose set up a surveillance for illegal narcotic activity in the Wash. Sq. West area when at 10:35 PM, officers observed in 1200 block Spruce St,. a male on a bicycle sell narcotics to another male Officers were able to pursue and apprehended the seller on the bicycle and recovered from his pocket 24 packets of crack cocaine and a bag of marijuana. The 42 year old male with a West Oak Lane address was charged with Illegal Narcotic Sales.

The below incidents in the Wash. Sq. West area were recently reported to the 6th District:

(UPDATE-ARREST) On Saturday, 03/07/09, 8:45 AM, Starbucks at 337 S. Broad St. was held up by a male, point of demand note and handgun. On Tuesday, 03/10/09 the same male entered the Starbucks with a note in his hand, but retreated quickly when the manager recognized him and yelled at him to get out. On Thursday, 03/12/09, 6th District Officers Ferrero and Cullen, assigned to plainclothes duty in the Wash. Sq. West area, met the Starbucks manager and drove her around the area in search of the offender. At 12:30 PM, the offender was spotted at 13th & Spruce Sts. The male was positively identified and taken into custody. The 28 year old offender with a Gloucester City N.J. address was charged with Robbery, Theft, Weapons and related offenses and is being investigated for other possible robberies committed in the Center City area.

(REPORT) On Wednesday, 03/11/09, around 1 PM, two packages left on complainant's door step by UPS in the 900 block Lombard St. were taken without permission by person(s) unknown.

(REPORT) On Thursday, 03/12/09, between 11 AM and 5 PM, complainant's apartment in the 200 block S. 9th St. had a ceiling window smashed and entry gained. Taken was jewelry, a laptop and sound equipment. 6th District Officer Sweeney processed the scene for evidence and lifted latent finger prints.

(REPORT) On Friday, 03/13/09, 2:40 AM, out-of-town complainant was pushed against a wall at Camac & Locust Sts. by a male who then took his wallet from his pocket and fled south on Camac St. The offender was described as a black male, wearing a light brown jacket and a dark cap, no further description provided.

(ARREST) On, Friday, 03/13/09, 9:15 PM, a male was arrested in the 1200 block Spruce St. by the City Wide Vice Unit for Prostitution.

(ARREST) On, Friday, 03/13/09, 10:10 PM, a male was arrested in the 1200 block Spruce St. by the City Wide Vice Unit for Prostitution.

(REPORT) On Sunday, 03/15/09, 11:30 PM, complainant was walking in the 1200 block Locust St. when a female walked up to him, asked him a question and brushed against him. The complainant discovered an envelop with money that was in his back pants pocket was missing. The offender was described as a black female, 5'10", medium build, missing teeth, long straight black hair, wearing a cream colored jacket, white jeans.

The below incidents in the Wash. Sq. West area were recently reported to the 6th District:

(UPDATE) On Oct. 23, 2008, a home invasion robbery and sexual assault occurred inside an apartment in the 900 block Clinton St. Community alerts were put out and a composite of the suspect was circulated. On Dec 19, 2008, a similar incident occurred in the Univ. of Pa. area, 4400 Spruce St. The offender was tied to the Clinton St. incident by the Special Investigations Unit. On Tuesday, Feb 17, 2009, the Lock Haven Pa. Police Dept. arrested a male for a similar incident that occurred in that jurisdiction. Philadelphia Special Victims investigators have positively connected this male to the sexual assaults and robberies in Philadelphia and will obtain arrest warrants for this 23 year old offender with a S.W. Phila. address. The offender remains in custody and the two police departments are working closely together on these cases.

(ARREST) On Tuesday, 02/24/09, 8:30 PM, 6th District bicycle patrol Officer Nheb, assigned to the Wash.Sq. West area, observed a male riding a bicycle on the crowed sidewalk in the 1200 block Locust St. Officer Nheb stopped the male for safety reasons with intent to issue a ticket. The male refused to cooperate with the officer, had no identification and attempted to run away. Officer Nheb conducted a field investigation which lead to the recovery of 39 packets of crack cocaine confiscated from the male's pocket. The 38 year old offender with a South Phila. address was charged with Possession with Intent to Deliver Narcotics.

(REPORT) On Wednesday, 02/25/09, between 2:45 PM and 4:15 PM, complainant's apartment in the 300 block S. 12th St., was entered via a basement door that had been damaged and taken was a laptop and T.V. 6th District Officer Trautz lifted latent finger prints from the scene.

(ARREST) On Wednesday, 02/25/09, 6th District Sergeant LaRose set up a surveillance for illegal narcotic activity in the Wash. Sq. West area when at 7:20 PM, officers observed an illegal narcotic sale on the corner of Juniper & Pine Sts. A 30 year old offender with a N.E. Phila. address was charged with Possession of Narcotics (crack) after he was observed buying it from the occupants of a mini van. The 31 year old driver and 30 year old passenger, both with South Phila. addresses were charged with Illegal Narcotic (crack) Sales. Recovered was crack cocaine and a large sum of cash from the occupants of the vehicle.

(REPORT) On Friday, 02/27/09, between 2:55 AM, police responded to a call for a burglary alarm of an apartment in the 1000 block Spruce St. Upon arrival, police observed a rear window open and a door unlocked, no damage to either. The property manager responded and a check of the property was made, the complainant was not on location. A 32" TV was discovered missing from the apartment. 6th District Officer Colon lifted latent finger prints from the scene.

(ARREST) On Saturday, 02/28/09, 9:20 PM, 6th District Officers Cullen and DiDonado stopped a male for investigation in the 1300 block Locust St. The male was wanted on a Bench Warrant for Failing to Appear in Court, found in the male's pocket was a bag containing marijuana. The 22 year old offender with a S.W. Phila. address was charged with Possession of Marijuana and Contempt of Court.

Wash West Crime Report
The below incidents in the Wash. Sq. West area were recently reported to the 6th District:

(REPORT) On Monday, 02/16/09, 7:55 AM, the site manager of the overnight homeless cafe, 315 S. Broad St. set her laptop on a table near the door, she went outside for a few minutes to secure the doors and returned to find the laptop missing.

(ARREST-UPDATE)) It was previously reported that on Saturday, 01/24/09, a guest at a house party in the 1000 block Waverly St. was struck on the head with a cobblestone by another guest who fled the scene. An arrest warrant was obtained by Central Detective Division and the 23 year old offender with a Center City address was arrested on Monday, 02/16/09 and charged with Aggravated Assault.

(REPORT) On Tuesday, 02/17/09, between 4:45 AM and 5:20 AM, out-of-town complainant's 2000 Chevy, parked in the 300 block S. Broad St. had a window smashed and a GPS take. The scene was cleaned up by the complainant before arrival of police.

(REPORT) On Tuesday, 02/17/09, 5:40 PM, police responded to a call for a suspicious person inside an apartment building in the 900 block Clinton St. A resident of the building reported that a male, not a resident, followed her up to the 3rd floor in the elevator and was knocking on different doors and acting very suspiciously. Police were not dispatched in a timely manner (issue was addressed with Police Radio supervisor) and a check of the building for the trespasser resulted in negative results. The trespasser was described as a black male, heavy set, facial hair, wearing a knit cap, white earphones, black jacket, black sweater and black pants. All 6th District units made aware of incident and description of offender and a tactical patrol team has been assigned to the area.

(REPORT) On Wednesday, 02/18/09, between 2 AM and 6 PM, complainant's dormitory room in the 300 block S. Juniper St. had a laptop taken, there were no signs of any forced entry. The scene was contaminated an no latent finger prints were able to be lifted.

(REPORT) On Wednesday, 02/18/09, 9:30 PM, complainant was walking south, 400 block S. 13th St. a male asked for a cigarette, complainant stated the male saw money in his other hand when he went to give him a cigarette and pulled out a gun and demanded the money. The offender fled on a bike, north on 13th St. The offender was described as a black male, 20-30 years, dark complexion, unshaven, wearing a black hoody, blue jeans, tan boots. The complainant refused to view suspect photos or to be interviewed by Detectives.

(ARREST) On Saturday, 02/21/09, 8:40 AM, 6th District Officer Bonilla responded to a call for a break-in of an apartment building in the 1200 block Locust St. The officer was met by the building manager who reported that a male trespasser was inside the building and had gained entry at around 4 AM by prying the front door. Officer Bonilla, assigned to tactical patrol in the Was. West area, apprehended the male inside the basement apartment after he locked himself inside. The 30 year old homeless offender was charged with Criminal Trespass.

(REPORT) Between 7:30 PM, Saturday, 02/21/09 and 11:45 AM, Sunday, 02/22/09, complainant's 1993 Acura, parked in the 800 block Pine St. had a window smashed and a briefcase taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted.

A Great Loss
We've just heard that Paul Bouikidis of Pine Street Pizza has passed away. We have no details, other than that funeral arrangments have been made for this coming Monday, but we wanted to note the passing of this generous and very involved Wash West fixture. (REPORT) On Monday, 02/09/09, between 1:05 PM and 2 PM, complainant's apartment in the 400 block S. 13th St. had a hole punched in the wall next to the door (which allowed the door to be unlocked) and taken was a laptop, IPod, camera, Game Boy, I-Phone, camcorder and cash. 6th District officer Trautz processed the scene for evidence and lifted latent finger prints.

(ARREST) On Wednesday, 02/11/09, 9:15 PM, a male was arrested on 12th St. & Locust St. the City Wide Vice Unit for Prostitution.

(ARREST) On Friday, 02/13/09, 7:15 PM, 1201 Walnut St, the Parkway Garage manager observed a male on the 4th level using a long metal object in attempting to jimmy open a door to a 2007 Pontiac. The male fled upon seeing the witness who called 911 and provided a description. 6th District Officers Ferrero ad Cullen responded and observed a male fitting the description exiting g the garage, stopped him and he was positively identified by the witness. The 28 year old offender with a West Phila. address was charged with Attempted Theft From Motor Vehicle.

(REPORT) On Friday, 02/13/09, 12 PM, complainant's unlocked 2007 Lexus, parked in the 900 block Bonaparte Ct. had $5 taken from the glove box. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted

(REPORT) On Friday 02/13/09, between 4 PM and 5:45 PM, a planter from the rear yard of a residence in the 600 block Lombard St. was moved from the top of the wall and broken by unknown person(s)

(REPORT) Between 12 PM, Thursday, 02/12/09 and 11 AM, Saturday, 02/14/09, out-of-town complainant's 2008 Nissan, parked in the 20 block S. 13th St. had a window smashed, nothing was taken.

Please Be Aware
Several people in the neighborhood have seen and/or been threatened by a man who matches the description of the suspect wanted for the recent Clinton Street rape and robbery. One woman reports that sis beard is different now, as it does not meet at the chin and the sideburns are wider...more like a mutton chop. He's also heavier. He was wearing dark blue work pants and a dark blue jacket, no hat.

Please take a look at the sketch below. If you see someone who fits this description, get to a safe place as fast as possible and call 911 immediately with a description of his location and clothes. The police can pick him up for questioning and a DNA sample, which is how they hope to solve this case.

Community Forums to Explore City Budget Cuts
The University of Pennsylvania Project for Civic Engagement is hosting a series of four community forums in various neighborhoods across the city. Called The City Budget: Tight Times, Tough Choices, Citizen Priorities, the forums are designed to be work sessions where Philadelphians will meet in small groups to work through some of the actual budget choices facing the city. Our goal is for participants to identify priorities and the trade-offs they are willing to make to reach those priorities. Mayor Nutter and city officials have agreed to consider input from the forums in developing the City's proposed budget for 2010.

This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted

(REPORT) On Tuesday, 01/27/09, between 1 PM and 2:30 PM, complainant's apartment in the 1300 block Spruce St. was entered by way of an unsecured balcony window. Taken were 2 laptops, 2 MP3 players and cash. 6th District Officer Stevens processed the scene for evidence and lifted latent finger prints.

(ARREST-UPDATE) On Tuesday, 01/27/09, 9th District officers arrested a male for 3 burglaries of apartment buildings in the area of 2100 Pine St. On Wednesday, 01/28/09, Investigation by the Special Investigations Unit resulted in the charging of this offender for 13 additional apartment house burglaries in the 9th and 17th Districts as well as two in the 6th District. The two burglaries in the 6th District that the 41 year old offender with a local address was charged with were from 12/24/08 in the 400 block S. 9th St. and 01/06/09 in the 900 block Pine St.

(REPORT) On Tuesday, 01/20/09, 6:55 PM, complainant was walking in the 300 block S. 13th St. when a male ran up from behind and snatched her purse. The only description that the complainant could provide was a male, 5' tall wearing all dark clothing and hoody.

(ARREST) On Tuesday, 01/20/09, 6th District Sergeant LaRose set up a surveillance for illegal narcotic activity in the 13th St. Corridor area when at 7:10 PM, officers observed a male loading a crack pipe with drugs in the 1200 block Manning St. The 28 year old offender with a Germantown address was charged with Possession of Crack cocaine.

(ARREST) On Thursday, 01/22/09, 10:10 PM, a male was arrested in the 200 block of S. 12th St. by the City Wide Vice Unit for Prostitution.

(REPORT) On Thursday, 01/22/09, between 4:40 PM and 6 PM, out-of-town complainant's 1999 Plymouth, parked in the 200 block S. 9th St. had a window smashed and CDs taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted

(REPORT) On Friday, 01/23/09, 3 AM, out-of-town complainant was accosted while entering the vestibule of an apartment building in the 1200 block Spruce St. Two males shoved the complainant into the wall causing him to fall and took his money and cell phone. The offenders were described as #1- white male, early 20's, wearing a dark hoody., #2- black male, early 20's wearing a dark hoody. Incident was not reported to police until 12 hours after occurrence.

(REPORT) On Saturday, 01/24/09, 1:50 AM, complainant was leaving a house party in the 1000 block Waverly St. when he got into an argument with another guest who struck him in the head with a cobble stone and then fled west on Waverly St. The complainant received medical treatment and provided the assigned Detective with the name and description of the offender. An arrest warrant for Aggravated Assault will be obtained.

Wash West Crime Report
The below incidents in the Wash. Sq. West area were recently reported to the 6th District:

(REPORT) On Tuesday, 12/30/08, between 12:30 PM and 1 PM, complainant was helping unload suitcases and take them into a building in the 1300 block Locust St. During this time suitcase containing, clothes, laptop, jewelry etc.. was taken from his 2006 Toyota without force. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted.

(REPORT) On Thursday, 01/10/09, 5:25 AM, complainant was putting out the trash in the rear of the restaurant in the 1200 block Spruce St. when he was hit in the face from behind with an unknown object by an unknown person, no description. Complaint received a cut to the right side of his face.

(REPORT) On Thursday, 01/01/09, 6:05 PM, complainant was at 8th & Locust Sts. when 2 males pushed her to the ground and took her purse, she screamed and they dropped the purse and fled. The offenders were described as black males both wearing masks.

(REPORT) On Saturday, 01/03/09, 12:25 AM, complainant was walking at 12th & Waverly Sts. when a male approached her from behind, said, "give me your purse" no weapon was seen or implied. The complainant complied and the male fled east on Waverly St. The offender was described as an Hispanic male, 20-30 years, 5'4", wearing a black jacket, jeans and sneakers.

(REPORT) On Sunday, 01/04/09, between 6:35 AM and 7:45 PM, complainant's apartment in the 1000 block Clinton St. had the door pried and taken was jewelry. 6th District Officer McQue processed the scene for evidence and lifted latent finger prints.

(ARREST) On Sunday, 01/04/09, 7:15 AM, 200 block S. 12th St., (near Spruce St.), a male asked the complainant for money, the complainant refused and the male started to punch and kick him, knocking him to the ground. The male took $10 from the complainant's pocket and fled. 6th District Officers Macchione and Graner observed a male fitting the description provided by the complainant in the a block away. The male was positively identified, the complainant was taken to Jefferson Hospital for treatment of minor injures. The 33 year old offender with a S.W. Phila. address was charged with Robbery, Theft, Assault and related offenses.

(REPORT) On Monday, 01/05/09, 5 PM, a male approached the owner of the newsstand at Broad & Spruce Sts. while he was closing the stand, produced a handgun and took a bag that contained money and keys to the business. The male fled north on Watts St., then east on Locust St. The offender was described as a black male, mid 20's, 6', thin build, wearing a brown leather jacket, blue jeans.

(REPORT) On Monday, 01/05/09, between 12:15 PM and 11 PM, complainant's condo in the 200 block S. 9th St., had a rear door forced open and jewelry was taken. 6th District Officer Haberle processed the scene for evidence and lifted latent finger prints.

(REPORT) On Tuesday, 01/06/09, between 5 PM and 9 PM, complainant's apartment in the 900 block Pine St. was entered (forced door) and taken was a T.V., IPod, camera and jewelry. The scene was processed for evidence and latent finger prints were lifted by 6th District Officer Trautz.

(ARREST) On Sunday, 01/11/09, 9:444530 PM, a male was arrested in the 1200 block of Locust St. by the City Wide Vice Unit for Prostitution.

(ARREST) On Sunday, 01/11/09, 10:50 PM, a male was arrested in the 300 block of S. 12th St. by the City Wide Vice Unit for Prostitution.

(REPORT) Between 5:15 PM, Thursday, 01/08/09 and 9 AM, Friday, 01/09/09, a bicycle was taken without permission from the unsecured basement of an apartment building in the 900 block Spruce St.

(REPORT) Between 10 AM, Monday, 12/22/08 and 3 PM, Friday, 01/02/09, a locked tip box was taken without permission from the lobby desk of a condominium building in the 1300 block Locust St.

Wash West Incidents
The below incidents in the Wash. Sq. West area were recently reported to the 6th District: (REPORT) On Tuesday, 12/16/08, between 9:15 PM and 9:45 PM, out-of-town complainant's 1994 Mercedes, parked in the 1000 block Spruce St. had a window smashed and a laptop taken. 6th District Officer Sweeney unable to lift latent finger prints due to inclement weather.

(REPORT) On Tuesday, 12/16/08, between 7:30 AM and 11 AM, two apartments in the 300 block S. 11th St. were entered, one via a hole in the wall from the common hallway allowing the door to be unlocked by reaching in, the other via a rear window. Taken was a T.V. , I-Pod, and laptop. 6th District Officers McCausland and Sweeney lifted latent prints from the scene. A witness described the below male leaving the location: black male, 6', thin build, scruffy beard, wearing torn blue jeans and a white shirt.

(REPORT) On Wednesday, 12/17/08, 7:15 PM, complainant got into an altercation with a group of males in the 1300 block Locust St. when one of the males pulled a box cutter and cut the complainant on the nose. The complainant was taken to Pa. Hospital, the offenders, all described as black males about 17 years old, one left behind a coat with scroll ID in it. Central Detectives will investigate and obtain an arrest warrant for Aggravated Assault.

(REPORT) On Thursday, 12/18/08, between 9:30 AM and 5 PM, complainant's bicycle was taken from the hallway of an apartment building in the 400 block S. 9th St. There was a broken window discovered next to the front entry door and a brick was used to prop open the door, probably while the bike was being taken out the door. The window was boarded up and the scene cleaned before arrival of police.

(REPORT) On Friday, 12/19/08, between 8:45 AM and 5:45 PM, the door to the complainant's apartment in the 200 block S. 8th St. had pry marks indicating a forced entry, taken were video and P.C. games. 6th District Officer Sprouls lifted latent finger prints from the scene.

(ARREST) On Friday, 12/19/08, 10:50 AM, an alert and concerned citizen called 911 to report a male on the fire escape entering a window of an apartment building in the 200 block S. 10th St. 6th District Officers Kovach and Pariseau located the fire escape described, climbed up to the top floor and observed a broken window. Upon searching the apartment, the male was apprehended with items ready to be taken. The 59 year old offender with a S. Phila. address was charged with Burglary, Theft and related offenses. Central Detectives is investigating possible involvement in other similar instances in the area.

(REPORT) Between 11:30 PM, Friday, 12/19/08 and 9:45 AM, Saturday, 12/20/08, 2 vehicles parked in a private lot in the 1100 block Lombard St. were damaged, #1 Toyota had a window smashed and taken was a Bluetooth and satellite radio, #2 a BMW had damage to the window, nothing was taken. 6th District Officer Romanczuk attempted to lift latent finger prints.

(REPORT) On Saturday, 12/20/08, between 2 PM and 3 PM, complainant's apartment in the 1300 block Spruce St. was entered, pry marks were discovered o the door. Taken was a wallet with ID and credit cards. central Detective Division processed the scene for evidence.

(REPORT) Between 4:30 PM, Friday, 12/19/08 and 8 AM, Sunday, 12/21/08, the two closets in the basement of an apartment building in the 200 block S. Juniper St. were forced open and taken were power tools. 6th District Officer McQue lifted latent finger prints from the scene.

(REPORT) Between 3 PM, Tuesday, 12/23/08 and 12 AM, Wednesday, 12/24/08, complainant's apartment in the 300 block S. 11th St. was entered via an unlocked attic window. Taken was a laptop, T.V., I-Pods, X -Box and watches. 6th District Officer Sweeney attempted to lift latent finger prints.

(REPORT) On Wednesday, 12/24/08, between 11:30 AM and 8:30 PM, two apartments in a building in the 400 block S. 9th St. were entered, one without force, one with a door forced open. Taken were laptops, T.V., X-Box, and a Wii. 6th District Officer Minnis lifted latent finger prints from the scenes.

(REPORT) On Wednesday, 12/24/08, between 1:40 PM and 1:45 PM, out-of-town complainant left his vehicle unlocked for 5 minutes as he went into a store in the 1200 block Spruce St. and found that a laptop was taken without permission. 6th District Officer Minnis lifted latent finger prints from the scene.

(REPORT) Between 4 PM, Friday, 12/26/08 and 8 AM, Saturday, 12/27/08, complainant's 2000 Honda, parked in the 1000 block Clinton St. had a window smashed and a medical kit was taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted

(REPORT) On Saturday, 12/27/08, between 5 PM and 7:30 PM, out-of-town complainant's 2004 Toyota, parked in the 800 block Spruce St. had a window smashed and a GPS taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted.

(REPORT) On Sunday, 12/28/08, between 1 AM and 10 AM, complainant's 1998 Volvo, parked in the 200 block S. 8th St. had a window smashed and a GPS and I-Pod taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted

(UPDATE-ARREST) On Thursday, 11/27/08 two apartments in a building in the 1100 block Spruce St. were entered via a window from the fire escaped, items were taken. 6th District officers lifted latent finger prints from the scene which lead to the identification of a suspect and the issuance of an arrest warrant. On Monday, 12/29/08, 4:45 AM, 6th District Officers Foley and Colon arrested a male for a burglary of the Rite Aid, 1000 Market St. This male was later identified as the same offender with the outstanding arrest warrant for the burglaries on Spruce St. The 33 year old offender with a West Phila. address was charged with 2 counts of Burglary and related offenses.

Ready, Willing & Able Cleans Up Wash West
Since last Saturday, a crew of 8 Ready, Willing & Able trainees have been cleaning the sidewalks of Wash West. All together they removed 542 bags of litter and leaves from the following streets:

North/South: 13th, 12th, 11th, 10th, 9th, and 8th from South to Locust
East/West: Locust, Spruce, Pine, and Lombard from Broad to 8th

Thanks to the "men in blue" for going the extra mile to get our neighborhood clean in time for the holidays!

The below incidents in the Wash. Sq. West area were recently reported to the 6th District:

(REPORT) On Monday, 12/08/08, 10:10 PM, complainant was walking in the 300 block S. 12th St. when a male attempted to grabbed her handbag, but was unsuccessful. The offender fled west on Cypress St. The offender was described as a white male, mid 20's, 5'6", 140 lbs., scruffy beard, wearing a long puffy coat and blue jeans.

(ARRESTS) On Monday, 12/08/08, 11 PM, complainant was walking in the 200 block S. 11th St. when 2 males grabbed her handbag and caused her to fall to the ground. The males fled east on Locust St. Both offenders were apprehended at 900 Locust St. by 6th District Officer's Blackburn and McQue. One of the offenders match the description on the previous purse snatch exactly, but the complainant and witness could not positively identify him. The offenders, a 21 year old male Port Richmond address and a 48 year old male with a West Oak Lane address were charged with Robbery, Theft and related offenses.

(REPORT) On Tuesday, 12/10/08, complainant who lives in the 1300 block Irving St. reported that between 07/01/08 and 09/28/08, 3 handguns and some household items were removed from her residence without permission and without forced entry. There was no scene to process for evidence due to the long delay in reporting.

(REPORT) Between 9 AM, Wednesday, 12/10/08 and 12:45 AM, Thursday, 12/11/08, out-of-town complainant's 2001 Suzuki, parked in the lot in the 200 block S. 8th St. had a window smashed and a GPS taken. The vehicle was cleaned and window replaced prior to police report, therefore no latent finger prints were lifted.

(REPORT) On Thursday, 12/11/08, between 9:15 AM and 10:50 AM, complainant's 2006 Chevy, parked, but not locked, in the 1000 block Irving St. had a laptop and I-Pod taken without permission. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted.

(REPORT) On Thursday, 12/11/08, between 6:45 PM and 8 PM, complainant's 1999 Ford, parked in the 900 block Pine St. had a window smashed and a camera and tools were taken. Complainant drove to the 3rd District to make report; therefore no latent finger prints were lifted.

(REPORT) On Friday, 12/12/08, between 10:30 AM and 10:30 PM, two apartments in the 1200 block Spruce St. were entered via windows from the fire escape. Taken were computers, jewelry, T.V.s. 6th District Officer Haberle lifted latent finger prints from one apartment and Officer McCauley lifted latent finger prints from the other apartment.

(REPORT) On Friday, 12/12/08, between 12 PM and 6 PM, out-of-town complainant's 2005 Dodge, parked in an underground lot in the 200 block S. 9th St. had a window smashed and a camera and briefcase taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted

(REPORT) On Friday, 12/12/08, complainant left his apartment in the 1300 block Locust St., returned at 11 PM and a computer was missing, there was no forced entry into his locked apartment. 6th District Officer McCauley was unable to lift latent finger prints.

(REPORT) On Saturday, 12/13/08, 3:25 PM, complainant was walking in the 1200 block Locust St. when a male grabbed her handbag and cell phone and fled south on 12th St, dropping the handbag on the along the way. The offender was described as a black male, 6'2", thin build, wearing a 3/4 length jacket, black hat, blue jeans.

(ARREST) On Saturday, 12/13/08, 9:30 PM, a male was arrested in the 1200 block of Spruce St. by the City Wide Vice Unit for Prostitution.

(ARREST) On Saturday, 12/13/08, 10:20 PM, a male was arrested in the 300 block of S. 10th St. by the City Wide Vice Unit for Prostitution.

(ARREST) On Sunday, 12/14/08, 3:40 AM, an altercation started inside Club Libations, 237 S. Broad St. and spilled outside when the complainant attempted to break up the disturbance he was punched, kicked and assaulted with a bottle by a group of males. One of the attackers was identified and apprehended. The complainant received small facial cuts and a broken tooth, treated and released at Jefferson Hospital. The 22 year old offender with a S. Phila. address was charged with Aggravated Assault and related offenses.

(REPORT) On Sunday, 12/14/08, between 7 PM and 7:30 PM, complainant's bicycle, secured in the 1300 block Chancellor St. was taken without permission.

A neighborhood-wide street and sidewalk clean-up is scheduled for THIS SATURDAY, DECEMBER 13. It is being sponsored by the Civic Association and The Independent Hotel at 13th and Locust, and performed by Ready, Willing and Able, which employs formerly homeless men while providing them housing and services.

If you park your car on the street, PLEASE MOVE TO THE OPPOSITE SIDE on Saturday, between 8am and 6pm. Cars which do not move may be ticketed and/or towed. Please let your neighbors know!

(REPORT) Between 9:45 PM, Sunday, 11/16/08 and 1 AM, Monday, 11/17/08, complainant's 2006 Ford, Parked in the 1300 block of Walnut St. had a window smashed and CDs were taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted

(REPORT) Between 11 AM, Sunday, 11/16/08 and 9 AM, Monday, 11/17/08, a property under renovation in the 800 block of Pine St. had a basement window broken and taken from inside were numerous tools. 6th District Officer Sweeney processed the scene and lifted latent finger prints.

(REPORT) On Monday, 11/17/08, 3 AM, out-of-town complainant left the Pure Night Club in the 1200 block of St. James and a male asked him a question. He ignored the male and turned away and was then struck on the back of his head. When the complainant got up the male was gone as were his diamond earrings. The offender was described as a black male, 5'2", goatee, wearing blue baggy pants and white sneakers. Incident was not reported until 10 AM.

(REPORT) On Monday, 11/17/08, 9 PM, complainant was approached in the 200 block of S. Juniper St. by a male who pulled a knife and demanded his money. The complainant complied and the male fled west, underground in the subway concourse. The offender was described as a black male, 20's, 5'9", 180 lbs., medium complexion, beard, wearing a tan jacket, blue jeans, green shirt and white sneakers.

(REPORT) Between 5 PM, Monday, 11/17/08 and 8 AM, Tuesday, 11/18/08, Complainant's 1997 Ford Pick Up, parked in the 1200 block of Latimer St. had a license plate removed without permission.

(ARREST) On Tuesday, 11/18/08, 9:20 PM, a male was arrested in the 1200 block of Spruce St. by the City Wide Vice Unit for Prostitution.

Wash West and the CED Legislation
As reported in last week's e-post, Civic Association president Judy Applebaum recently testified about CED legislation before City Council. This legislation passed last Thursday. Civic Association member Greg Heller, from the Delaware Valley Regional Planning Commission, has written up a brief description of this legislation in layman's terms, so that we could understand it better, and for this we thank him. The Philadelphia Budget Crisis and Wash West
Councilman Frank DiCicco recently released a letter detailing what steps had has taken, and will recommend, to deal with the looming budget crisis that faces our entire city. In it he addresses the issue of Fire Company cuts, library and pool closures, and voluntary cuts within his own office. (REPORT) On Monday, 11/03/08, between 12 PM and 10:15 PM, complainant's apartment in the 1000 block of Pine St. was entered via an unlocked window and taken was an IPod, T.V, laptop and designer clothes. 6th District Officer Sweeney lifted latent finger prints from the scene.

(REPORT) On Tuesday, 11/04/08, 3:09 PM, complainant saw a male in her 2001 Volvo, parked in the 1000 block of Clinton St. without permission. The offender was described as a black male, 30's, 5'8", with a black rag on his head and a black backpack, fled west on Clinton St. . No damage was reported, nothing was taken. Center City Officer Pagan was unable to lift latent finger prints due to weather conditions.

(ARREST) On Tuesday, 11/04/08, 9 PM, a male was arrested in the 100 block of S. 13th St. by the City Wide Vice Unit for Prostitution.

(ARREST) On Tuesday, 11/04/08, 9:45 PM, a male was arrested in the 1300 block of Walnut St. by the City Wide Vice Unit for Prostitution.

(REPORT) Between 12 PM Tuesday, 10/28/08 and 5 PM, Wednesday, 11/05/08, complainant's 2004 Toyota, parked in the 800 block of Pine St. had a window smashed and a satellite radio taken. Vehicle was not able to be processed for latent prints due to weather conditions.

(REPORT) Between 9 PM Monday, 11/03/08 and 6 PM, Thursday, 11/06/08, 2 vehicles parked in the 1100 Spruce St had a windows smashed, vehicle #1 a 2001 Pontiac had CD's and $10 in change taken, vehicle 32 a 1997 Mercury, had a radio taken. These reports were received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted

(REPORT) Between 9:30 PM Tuesday, 11/04/08 and 6:45 AM, Wednesday, 11/05/08, complainant's 1995 Land Rover, parked in the rear of the 900 block of Spruce St. had a window smashed and a laptop taken. Vehicle was not able to be processed for latent prints due to weather conditions.

(REPORT) Between 6:40 AM Tuesday, 11/04/08 and 9:05 AM, Wednesday, 11/05/08, complainant's 1994 Honda, parked in the 400 block of S. 10th St. was taken without permission.

(REPORT) On Thursday, 11/06/08, complainant reported that on Friday 10/31/08, 9 AM while in the Phillies Parade throng at Broad & locust Sts. 4 white male and 4 white females, no further description assaulted her and took her backpack.

(ARREST) On Thursday, 11/06/08, 9 AM, 6th District bike patrol Officers Nheb and McQue stopped a male outside the Parker/Spruce Hotel, 261 S. 13th St. The male was in wanted status on Bench and Scofflaw warrants. During a search of the prisoner, 36 heat sealed straws containing crack cocaine were found along with $370 cash. The 20 year old offender with a Mt. Airy address was charged with Possession with Intent to Deliver Illegal Narcotics.

(ARREST) On Friday, 11/07/08, 10:45 PM, a male was arrested in the 1200 block of Spruce St. by the City Wide Vice Unit for Prostitution.

(REPORT) Between 10 PM, Friday, 11/07/08 and 8:30 AM, Saturday, 11/08/08, out-of-town complainant's 2006 Toyota, parked in the 300 block of S. 9th St.had a window smashed and a GPS and laptop taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted

(ARREST) On Saturday, 11/08/08, 1 AM, 6th District Officers Cifelli and Macchione, assigned to uniform patrol in the Washington Sq. West area on car #68 heard glass break in the area and then found a male attempting to take a car stereo from a 200 Chevy with a broken window in the 300 block of S. 11th St. The 39 year old offender with a homeless shelter address was charged with Theft From Motor Vehicle and Criminal Mischief.

(REPORT) Between 7 PM, Friday, 11/07/08 and 8 AM, Saturday, 11/08/08, the dry cleaning store, 247 S. 12th St. was entered through a side door that the complainant forgot to lock and taken was cash from the register. Central Detective Division processed the scene for evidence and latent finger prints.

Incident: 25 year-old female reported while inside the common area of her apartment with her boyfriend, they were approached by the offender armed with a knife who forced them into her apartment in the area of 900 block of Clinton St. While inside that location, the offender bound the boyfriend and sexually assaulted the complainant. The described male was seen in the building by a witness just prior to the incident.

Casino Discussion & Board Elections: Oct. 14
Because Board elections and our upcoming discussion of a potential casino opening at the Gallery are expected to be well-attended, the board will be be conducting its regular monthly business at an earlier start time. If you'd like to attend the entire WSWCA Board meeting, please arrive at 6:15pm

Wash West Incidents
The below incidents in the Washington Square West area were recently reported to the 6th District:

(REPORT) On Monday, 09/22/08, between 9:05 AM and 3:45 PM, complainant's apartment in the 800 block of Spruce St. was entered without force through a window near the fire escape. Taken was a laptop. 6th District Officer Parisaeu attempted to lift latent finger prints from the scene.

(REPORT) On Monday, 09/22/08, between 7:45 PM and 10:05 PM, out-of-town complainant's 2007 Honda Motor Scooter, parked in the 1200 block of Manning St. was taken without permission. The complainant's keys were missing while she was in a local club.

(REPORT) Between 8 PM, Monday, 09/22/08 and 9:30 PM, Tuesday, 09/23/08, complainant's bicycle, secured in the 200 block of S. 13th St. was taken without permission.

(REPORT) Between 11 PM, Tuesday, 09/23/08 and 1:45 AM, Wednesday, 09/24/08, complainant's bicycle, locked to a tree in the 1300 block of Walnut St. was taken without permission.

(ARREST) On Tuesday, 09/23/08, 11:20 AM, 6th District bicycle patrol Officers Ferrero and Cullen, assigned to the 13th St. Corridor observed two males engaged in an illegal hand to hand drug transaction at 13th & Locust Sts. at the entrance of the PATCO High Speed Line. The seller was on a bicycle and fled south on 13th St. when he observed the officers approaching. Officer Ferrero apprehended the seller at 13th & Lombard Sts., recovering 73 packets of crack cocaine and the $10 handed to him by the buyer. The buyer was apprehended at Juniper & Locust Sts. by Officer Cullen and recovered was a packet of crack cocaine. The 32 year old seller with a S.W. Phila. address was charged with Illegal Narcotic Sales. The 26 year old buyer with a homeless shelter address was charged with Possession of Crack Cocaine and Failure to Appear for a previous court case.

(ARREST) On Wednesday, 09/24/08, 12 PM, 6th District bicycle patrol Officers Ferrero and Cullen, assigned to the 13th St. Corridor observed a male blocking the entrance to an apartment building in the 200 block of S. 13th St.. The officers determined he did not live there, was not a guest and the property manager objected to his blocking the doorway. The male was arrested for blocking the entrance and found in his pocket were two packets of marijuana. The 35 year old offender with a S. Phila. address was charged with Possession of Marijuana.

(REPORT) On Wednesday, 09/24/08, between 11 AM and 2 PM, out-of-town complainant's 2007 Nissan, parked in the paid garage, 300 S. 8th St., had a window smashed and a GPS taken. This report was received by the DPR Unit via phone, police were not dispatched, therefore no latent prints were lifted.

(ARREST) On Thursday, 09/25/08, 3:30 PM, 6th District bicycle patrol Officers Ferrero and Cullen, assigned to the 13th St. Corridor observed a male in the 200 block of S. Camac St. rolling a marijuana joint. The male was arrested and recovered from his pocket was a bag of marijuana. The 48 year old homeless offender was charged with Possession of Marijuana.

(ARREST) On Thursday, 09/25/08, 11:10 PM, Jefferson Hospital security officers observed two males writing on the wall at 101 S. 11th St. with black ink and silver paint marker. Written was "NEKST SKREW". The offenders were detained by security and turned over to 6th District officers along with the ink and markers. The males, ages 19 and 22, both with Germantown addresses, were charged with Criminal Mischief, Possession of an Instrument of Crime and Conspiracy.

(REPORT) Between 9 PM, Thursday, 09/18/08 and 10:30 AM, Thursday, 09/25/08, complainant's bicycle was taken without permission from the common storage area of his apartment building in the 200 block of St. 9th St.

(ARREST) On Friday, 09/26/08, 9:30 PM, 6th District Officers Wimsey and Nheb, assigned to uniform patrol in the Wash. Sq. West area observed a male riding a bicycle continually circling the 1300 block of Locust St. The male was stopped for investigation and ordinance violations and found in his possession were 11 packets of crack cocaine. The 19 year old offender with a S. Phila. address was charged with Possession of Crack Cocaine.

(REPORT) Between 8:30 AM, Wednesday, 09/24/08 and 9:30 PM, Friday, 09/26/08, complainant's bicycle, secured in the 1000 block of Locust St. was taken without permission.

(REPORT) On Saturday, 09/27/08, between 5 PM and 7:10 PM, complainant's 2007 Subaru, parked in the 200 block of S. 9th St. had a window smashed and a battery charger taken. 6th District Officer McQue was unable to lift latent finger prints due to rain.

(REPORT) On Monday, 09/29/08, between 5:15 AM and 7 PM, complainant's apartment in the 300 block of S. 12th St. was entered without force and taken was an IPod and radio. 6th District Officer Savino attempted to lift latent finger prints.

(ARREST) On Thursday, 10/02/08, 8:50 PM, 6th District bicycle patrol Officers Ferrero and Cullen observed two males engage in a hand-to-hand drug transaction on the N.E. corner of 13th & Spruce Sts. The dealer saw the officers approaching and fled on a bicycle, the officers pursued and apprehended the male a short distance away, the other male (buyer) left the scene during the pursuit. The male had in his possession, 15 packets of crack cocaine and $114 in cash. The 25 year old offender with a S. Phila. address was charged with Illegal Narcotic Sales.

(ARREST) On Friday, 10/03/08, 1:45 AM, 6th District Officers Smith and McCauley, assigned to the 13th St. Park & Walk foot-beat observed a male striking another male in the chest with a 2x4 board in the 200 block of S. Juniper St. The complainant was not seriously injured and the 45 year old offender with a N.J. address was charged with Aggravated Assault and related offenses.

(ARREST) On Friday, 10/03/08, 7 PM, 6th District bicycle patrol Officers Ferrero and Cullen observed a male walking in the 300 block of S. Juniper St. with a glass crack pipe in his hand. The 44-year-old offender with a North Phila. address was arrested and charged with Possession of Drug Paraphernalia.

(ARREST) On Saturday, 10/04/08, 7:05 PM, 6th District bicycle patrol Officers Ferrero and Cullen observed a male in the 1200 block of Latimer St. rolling a marijuana blunt. The 20 year old offender with a Darby, PA address was charged with Possession of Marijuana.

(ARREST) On Tuesday, 09/16/08, 7:45 PM, Sgt. LaRose set up a narcotics surveillance in the 13th Street Corridor area. The surveillance team observed a male smoking marijuana in the 200 block of S. Juniper St., The 32 year old offender with a Germantown address was charged with Possession of Marijuana.

(REPORT) On Tuesday, 09/16/08 Between 10 AM and 6 PM, the door frame of complainant's apartment in the 1000 block of Pine St., was damaged and missing from inside was a laptop. Incident wasn't reported until 24 hours later, the scene was contaminated, therefore, no latent finger prints were lifted.

(ARREST) On Wednesday, 09/17/08, 10:45 PM, a male was arrested in the 1200 block of Locust St. by the City Wide Vice Unit for Prostitution.

(ARREST) On Wednesday, 09/17/08, 11:00 PM, a male was arrested in the 1200 block of Spruce St. by the City Wide Vice Unit for Prostitution.

(REPORT) On Friday, 09/15/08, complainant's heard footsteps inside their apartment in the 1200 block of Spruce St. at 1 AM, did not see anything amiss. Later, at 10 AM, discovered laptops missing. Complainant's admitted that the front door was unlocked. 6th District Officer Sprouls attempted to lift latent finger prints from the scene.

(REPORT) On Sunday, 09/21/08, 1:10 AM, complainant was in the 300 block of S. Camac St. when two males approached him from behind, one male went through the complainant's pockets while the other male displayed a handgun. They fled north on Camac with complainant's wallet. The offenders were described as black males, one wearing a white hoody, no further description, no injuries.

(REPORT) Between 10 AM, Saturday, 09/20/08 and 7:50 AM, Sunday, 09/21/08, complainant's 2000 Honda, parked in the 1300 block of Pine St. had a window smashed and a GPS and CD player taken. 6th District Officer Minnis processed the scene and lifted latent finger prints.

The Friends of Seger Park is planning their first big fundraising event for the Friends of Seger Park Playground! THIS SATURDAY, MAY 3rd, FROM 11AM TO 3PM!

It will be a carnival-like event, with fun for the whole family, with a petting zoo, moon bounce, face painting, music, crafts, a raffle and lots of food and fun! The rain date is Saturday, May 10th.

HELP PAINT THE DuBOIS MURAL!

On Saturday, May 3rd, from 11-3, the Mural Arts Program is hosting a community paint day for the W.E.B. Du Bois and Black Firefighters mural at Engine 11th, the first African-American firehouse in Philadelphia, at 6th and South Street. Yes, this means we get to help paint the mural -- the part showing the map that Du Bois created of the Seventh Ward, to be specific. This will be a family-friendly event with food, music, button-making and face-painting, so be sure to bring your children.

DEFECTIVE STREET LIGHT? MAYBE NOT!

The Street Lighting Department has let us know that Philadelphia street lights are on photocell-timers that react to light levels (i.e. they are supposed to turn on when daylight fades to a certain point). As the lightpoles are in different locations experiencing different light levels, some turn on earlier or later than others. Thus the Lighting Dept. has been getting many calls from people complaining that a light is not working, when in reality it simply hasn't illuminated yet. (They often tell callers to wait an hour or so and check again. 9 times out of 10 the caller does not get back to them, which we hope means that the lights are really functioning.)

We've recently received a request from Jefferson Hospital to pass along some information regarding their new green space, Lubert Plaza, at Locust Street between 10th & 11th. They are having trouble maintaining their plantings and lawns due to damage caused by pets eliminating on the grounds, and thus have asked us to request that pet owners curb their animals elsewhere so that this green space can be preserved for all.
