Wash West Incident Report
The below incidents in the Wash. Sq. West area were recently reported to the 6th District:

Summaries of these arrests were included in this week's report as a sample of how the 6th District continually works to enforce quality of life issues with regards to neighborhood and observed complainants of prostitution and corner narcotic sales. These arrests are typical each week and should be viewed as a sample of the on-going efforts to prevent crime and improve the quality of life in the Wash. Sq. West area.

(ARREST) On Tuesday, 05/26/09, 9 PM, 6th District bicycle patrol Officer Cullen observed a male flagging down cars in the running lane of traffic on 12th St. near Spruce St.causing a traffic hazard. The male was previously advised by police that this action was in violation of City Ordinance and State Law. The 25 year old male with a N.E. Phila. address was arrested and charged with Obstruction of the Highway.

(ARRESTS) On Tuesday, 05/26/09, 11:45 PM, 6th District Officers Ramirez and Collier observed two males on the corner of 12th & Spruce Sts. causing a traffic hazard by talking to numerous motorist that stopped in the running lanes, each time the police drove by the males would walk away and return as soon as the police were gone. After observing this behavior several times the males, #1-23 years with a local address, #2-27 years with a 9th District address were charged with Obstruction of the Highway.

(ARRESTS) On Wednesday, 05/27/09, 9:15 PM, 6th District bicycle patrol Officer Cullen observed two males flagging down cars in the running lane of traffic in the 1200 block Spruce St causing a potential traffic hazard. These males were warned earlier that this action was a violation of City Ordinance and State Law. The 41 year old offender with a Frankford address and the 28 year old offender with a Port Richmond address were arrested and charged with Obstruction of the Highway.

(ARREST) On Thursday, 05/28/09, 9:40 PM, 6th District bicycle patrol Officers Cullen and Ferrero observed a male blocking the entrance to an apartment building in the 200 block S. 13th St. which had a no loitering, no trespassing sign clearly posted. The male is not a resident or a guest of a resident and was instructed not to block the doorway. The 34 year old male with a shelter address failed to comply and was arrested for Obstruction.

(REPORT) On Sunday, 05/31/09, 12:05 AM, complainant was outside his residence in the 1000 block Clinton St. when a group of 6-7 males punched him and took his wallet and cell phone. The offenders were described as black and white males, possibly in their early 20's.

(REPORT) On Sunday, 05/31/09, 12:15 AM, complainant was approached by a group of about 10 teenage males at Camac & Pine Sts. who punched and kicked the complainant and took his wallet. The males were described as black males, no further description.

On Saturday, 05/30/09 into Sunday, 05/31/09, large numbers of teenage and young adults met on South St. via communications sent out over Electronic Social Networking Systems and spontaneously engaged in large scale disorderly acts which required a significant police response to disband the crowds. During the disbanding process, smaller groups of participants broke off from the main crowd and moved through the neighborhood. The Police Dept. will deploy a large force to South St. and the surrounding area to deal with any potential problems this weekend.
